Implementation of agro-industrial strategy of import substitution in regions with different reproductive structure | Реализации агропромышленной стратегии импортозамещения в регионах с различной воспроизводственной структурой

Import substitution (IS) in conditions of aggravation of the foreign policy and foreign economic situation in Russia is increasingly considered as one of the priorities of the state economic policy. The concept of import substitution fully fits into the idea of the doctrine of food security of Russia. IS of agriculture has become a tool for solving the tasks set in the doctrine. There is considered the implementation of the strategy of import substitution in agriculture of two adjacent regions with different reproduction structure - in Kursk and Oryol regions. Investigated were the features of the regional structure of agricultural production and food consumption. The forecast of production of agricultural products and the possibility of integration into the process of implementation of the IS strategy is presented. In development of the forecast there were used nationwide scenarios: basic, conservative, targets and indexes-deflators. To facilitate the adaptation of the industry to the changing macroeconomic conditions, it is advisable to implement state support measures aimed at improving the financial stability of agricultural organizations. Sustainable and dynamic functioning the agricultural business in the conditions of IS requires constantly growing volumes of investment resources. For more effective agricultural production it is necessary to take into account the peculiarities of regional structure of agri-production and food consumption, to orient new investment projects to more prospective markets. There will be a detailed work to improve the mechanisms of state support for agricultural entrepreneurship, contributing to the conclusion of the domestic producer to a qualitatively new level of competitiveness.

Импортозамещение (ИЗ) в условиях обострения внешнеполитической и внешнеэкономической обстановки в России все чаще рассматривается в качестве одного из приоритетных направлений государственной экономической политики. Концепция ИЗ полностью укладывается в идею доктрины продовольственной безопасности России. ИЗ сельского хозяйства стало инструментом решения задач, поставленных в доктрине. Рассмотрена реализация стратегии ИЗ в АПК двух смежных регионов с разной воспроизводственной структурой - в Курской и Орловской областях. Исследованы особенности региональной структуры агропроизводства и потребления продуктов питания. Представлен прогноз производства продукции сельского хозяйства и возможности интеграции отрасли в процесс реализации стратегии ИЗ. При разработке прогноза были использованы общероссийские сценарные условия (базовый, консервативный, целевой и индексы-дефляторы). Выявлена положительная динамика развития местного производства, мобилизации внутренних продовольственных ресурсов, повышении товарности производимой с.-х. продукции. Для облегчения адаптации отрасли к изменившимся макроэкономическим условиям целесообразна реализация мер государственной поддержки, направленных на повышение финансовой устойчивости организаций АПК. Устойчивое и динамичное функционирование аграрного бизнеса в условиях ИЗ требует постоянно растущих объемов инвестиционных ресурсов. Для более эффективного ведения с.-х. производства необходимо учитывать особенности региональной структуры агропроизводства и потребления продуктов питания, ориентировать новые инвестиционные проекты на наиболее перспективные рынки. Предстоит обстоятельная работа по совершенствованию механизмов государственной поддержки аграрного предпринимательства, способствующих выводу отечественного производителя на качественно новый уровень конкурентоспособности.
