Факторы и условия конъюнктуры рынков материальных ресурсов для сельского хозяйства, влияющие на потоки импорта в АПК / Factors and conjuncture conditions of material resources markets for agriculture affecting import flows to Agroindustrial Complex

The article discloses the main factors and conditions for the development of markets for material resources for agriculture, which have a direct and indirect impact on import flows to agroindustrial sector: monopoly companies, leading exporting countries and importing countries, average world prices for material resources for agriculture, monopolization processes, features of resource movement and use, etc. It was found that monopolists can be conditionally divided into 2 groups: monopolists associated with the supply of certain resources (for example, mineral fertilizers) and leading in several markets for material resources (for example, plant protection products, animal protection products, seeds). The results of the analysis showed the priority of the implementation of the agreed policy in the Eurasian Economic Union in the direction of resource import substitution of the agroindustrial sector. This aspect made it possible to allocate a separate competitive environment in the markets for the resources for agriculture in a separate group of factors and conditions, predetermined by certain areas of resource supply for agriculture (taking into account the presence of an expanded, excessive, sufficient, limited number of imported resources). / В статье раскрыты основные факторы развития рынков материальных ресурсов для сельского хозяйства, которые оказывают прямое и косвенное влияние на потоки импорта в АПК: проанализированы роль компаний-монополистов, ведущих стран-экспортеров и импортеров, средние мировые цены на материальные ресурсы для сельского хозяйства, процессы монополизации; особенности перемещения и использования ресурсов и др. Установлено, что монополистов можно условно разделить на 2 группы: связанные с поставкой определенных ресурсов (например минеральных удобрений) и лидирующие на нескольких рынках материальных ресурсов (например средств защиты растений, средств защиты животных, семян). Отмечена приоритетность разработки согласованной политики в ЕАЭС в вопросах ресурсного импортозамещения АПК. Данный аспект позволил рассматривать конкурентную среду на рынках материальных ресурсов для сельского хозяйства с точки зрения ресурсообеспечения (в том числе с учетом расширенного, излишнего, достаточного, ограниченного количества импортных ресурсов).
