Les sociétés locales face aux pollutions minières : perceptions et mobilisations pour la prise en charge des risques environnementaux et sanitaires dans la Sierra Minera de Cartagena-La Unión (Espagne)

Английский. The Cartagena Mining Basin-La Unión, in the province of Murcia, is one of the oldest European bearing mining sites of pre-Roman origin. This historical activity left many stigmata until its closure in the early years 1990 with the liquidation of the Spanish branch of the company of French origin, Peñarroya. The Sierra Minera is today still crowded with many potentially toxic bioavailable metal waste clusters for living beings, especially when they are mobilized by wind, rain, leaching or saline blooms leading to the crystallization of metals, or any other human intervention. These are for many located in the immediate vicinity of the settlements of the city of La Unión and the towns of El Llano del Beal and Portmán whose bay was also filled with tailings. There is also a commercial, industrial and military port in the vicinity of Cartagena and a petrochemical complex whose refinery is of prime importance for Spain. While the social history of the Sierra Minera, linked to its industrial development, is very rich, its environmental history is much darker. The few limited remedial actions have not been able to solve the problems. Pollution, as overflows that are difficult to control (Le Roux, Letté 2013), are rooted in long temporalities. They also ask the question of the ability of governance systems to prevent more or less irreversible degradation and to protect people. This communication is an opportunity to question the history of the mining basin to understand the current tensions and conflicts that are emerging there. It focuses on recent alerts and events that have upset residents ' perceptions of environmental and health risks, after a period of relative silence, certainly favored by the lack of information and awareness of the dangers that the toxic heritage of the mine induces for the quality of life and health. It provides, more specifically, a light on the living conditions and tactics of the inhabitants to cope with the degradation of the habitability of their territory (with nuances according to the localities, cf. Freundenbrug 1997 on the corrosive effects of Pollution on the social fabric). It gives an account of their efforts (and difficulties) to get authorities to react to better manage the risks in particular health ones. Using empirical data from quality interviews it opens the discussion on the conditions of possible resilience.

Французский. Le bassin minier de Carthagène-La Unión, dans la province de Murcia, est l'un des plus anciens sites miniers plombifères européens d'origine pré-romaine. Cette activité historique y a laissé de nombreux stigmates jusqu'à sa fermeture au début des années 1990 avec la liquidation de la branche espagnole de l'entreprise d'origine française, Peñarroya. La Sierra minera est aujourd'hui encore encombrée de nombreux amas de déchets métalliques potentiellement toxiques biodisponibles pour les êtres vivants, surtout quand ils sont mobilisés par le vent, la pluie, la lixiviation ou par des efflorescences salines pour la cristallisation des métaux ou toute autre intervention humaine. Ceux-ci sont pour beaucoup situés dans l'immédiate proximité des habitations de la ville de La Unión et des bourgs d'El Llano del Beal et Portmán dont la baie a également été comblée avec des résidus miniers. On y trouve aussi dans les environs de Carthagène un port commercial, industriel et militaire, à et un complexe pétrochimique dont la raffinerie est de première envergure pour l'Espagne. Si l'histoire sociale de la Sierra minera, liée à son développement industriel, est très riche, son histoire environnementale est, quant à elle, beaucoup plus sombre. Les rares actions de remédiation, limitées, n'ont pas permis de régler les problèmes. Les pollutions, en tant que débordements difficilement contrôlables (Le Roux, Letté 2013), s'enracinent dans des temporalités longues. Elles posent aussi la question de la capacité des systèmes de gouvernance à empêcher des dégradations plus ou moins irréversibles et à protéger les populations. Cette communication est l'occasion d'interroger l'histoire du bassin minier pour comprendre les tensions et conflits actuels qui y émergent. Elle se focalise sur des alertes et événements récents qui ont bouleversé les perceptions des riverains relatives aux risques environnementaux et sanitaires, après une période de silence relatif, certainement favorisé par l'absence d'information et sensibilisation sur les dangers que l'héritage toxique de la mine induit pour la qualité de vie et la santé. Elle apporte, plus spécifiquement, un éclairage sur les conditions de vie et tactiques des habitants pour faire face à la dégradation de l'habitabilité de leur territoire (avec des nuances selon les localités, cf. Freundenbrug 1997 sur les effets corrosifs des pollutions sur le tissu social). Elle rend compte de leurs efforts (et difficultés) pour obtenir autorités qu'elles réagissent pour mieux gérer les risques notamment sanitaires. Recourant à des données empiriques tirées d'entretiens qualitatifs , elle ouvre la discussion sur les conditions d'une possible résilience.
