Measuring social capital for local economic development studies: the case of French rural areas | Mesurer le capital social pour les études de développement régional : le cas des zones rurales françaises

Французский. Cet article vise à préciser la notion de capital social du point de vue de la mesure empirique. Il procède en trois étapes. D`abord, à partir d`une typologie des mécanismes faisant intervenir le capital social dans les processus de développement, une première liste d`indicateurs potentiels est proposée. Ensuite, les relations entre ces indicateurs sont examinées. Enfin, les indicateurs sélectionnés sont utilisés dans une étude économétrique visant à examiner si le capital social a un effet sur la croissance des zones régions rurales françaises. Un acquis important de cette étude est l`importance de considérer à la fois la cohésion locale (bonding) et l`ouverture à l`extérieur (bridging) dans la définition du capital social.

Английский. This paper aims at giving empirical content to the notion of social capital for regional development issues, by associating case studies with econometric analysis. We proceed in three steps. We first provide a typology of both positive and negative influences of sociological factors on economic performance, from which we deduce a set of possible social capital indicators. Second, we examine the relationships between these indicators. Third, we present an econometric study on the whole French rural territory that highlights the positive role of social capital on local economic development. Our results show that both local cohesion (bonding social capital) and outer social links (bridging social capital) are relevant in order to characterize social capital and explain economic performance. This study thus gives encouraging results about the possibility of constructing quantitative indicators of the sociological aspects that are relevant for regional development issues.
