Responsible governance of bioenergy: European perspectives on the case of palm oil

This paper discusses European perspectives on sustainable biofuel production and consumption and specifically addresses the case of palm oil. In Germany and other European Union (EU) Member Countries, a debate on energetic use of vegetable oils is emerging. The discussions are not limited to domestic oils but increasingly address imported palm oil. Primary causes are both growing interest in energetic use of vegetable oil and concerns regarding land use and land cover changes, in particular reductions of high conservation value forests (HCVF) or increased greenhouse gas emissions. A number of these concerns are addressed by ongoing sustainable initiatives on biomass and palm oil, highlighting a life cycle perspective in order to identify improvement opportunities. A visionary sustainability strategy should consider the embeddedness of palm oil in a larger system of resource use, material paths and policy interactions. The paper reflects the ana lysis and interim findings of ongoing research projects at the Wuppertallnstitute, specificafly the project "Environmental and Socio-Economic Assessment of Stationary and Mobile Energetic Use of Imported Biofuels: The Case of Palm Oil". The project is funded by the German Federal Ministry for Environment, Nature Conservation and Nuclear Safety.
