Marine parks: managing fishery development in unique aquatic environment

The creation of marine parks in Malaysia serves a number of pre-defined objectives and goal in the protection and preservation of the marine environment. As such areas are gazetted around islands where the coral reefs are commonly found. However, there is potential for conflict as these very same areas have been traditionally used by local fishermen. There is a need to manage any form of fishery development within the protected area boundaries so that the objectives for establishment of marine parks are not compromised. Different kinds of fishery development has to be assessed based on potential impact and its compatibility within the concept of marine protected areas. It is felt that any form of commercial fishing activity would not be acceptable within marine parks whilst traditional fishing by resident fishermen from the island itself could be allowed to continue, preferably outside of the core zone. Another fishery development in marine parks is the establishment of aquaculture facilities like cage culture. One of the main management issue to arise recently is the request of fishermen from the nearby mainland to fish around the islands as these areas has been traditional fishing grounds for many years.
