Зарубежный опыт распространения новых знаний в сельском хозяйстве | Foreign experience in spreading new knowledge in agriculture

Английский. The purpose of the research is to analyze and summarize information materials on methods of disseminating new knowledge (NK) in agriculture abroad. The key factor of economic growth is considered to be the use of NK, which makes it possible to reduce technological risks in the field of agriculture while improving the quality of agricultural products based on the scientific and technological support for the development of the agribusiness in the long term. A special service accessible to farmers and rural residents has been created in the developed countries for the implementation of scientific results and recommendations. In a number of countries, agriculture has a diversification of sources of research funding, an expansion of their thematic areas, and an orientation towards fundamental sciences. Transformations in the scientific and technical policy of the agricultural sector facilitate the redirection of resources from direct support for the development of new technology to more fundamental and long-term research, as well as to applied research for practical solutions to social problems. The basis of national innovation systems is the knowledge creation subsystem, which includes research and development, i.e. a set of activities aimed at obtaining NK and its practical application for solving specific problems. Research and development includes 3 groups of activities: basic research; applied research; experimental design and technological developments. A decisive role will be played by Economy 4 that is a new knowledge-based economy. The level of development of such an economy is characterized by an integrated indicator, that is to say, by the index of the knowledge economy. Abroad, the government plays the main role in dissemination of NK, technology and innovations in the field of agriculture, which finances a relatively large part of research and development expenditures. The assimilation of foreign experience in the dissemination of NK in agriculture will help accelerate the introduction of scientific projects into the domestic agroindustrial production that will increase its competitiveness.

Цель исследований– анализ и обобщение информационных материалов о методах распространения новых знаний (НЗ) в сельском хозяйстве за рубежом.Ключевым фактором роста экономики считается использование НЗ, что позволяет снизить технологические риски в сфере сельского хозяйства, повышая качество сельхозпродукции на основе научно-технологического обеспечения развития АПК на долгосрочную перспективу.В развитых странах создана доступная для фермеров и сельских жителей спецслужба внедрения научных результатов и рекомендаций. В ряде стран в сельском хозяйстве происходят диверсификация источников финансирования исследований, расширение их тематических направлений, ориентация на фундаментальные науки. Преобразования в научно-технической политике аграрной отрасли содействуют перенаправлению ресурсов от прямой поддержки разработки новых технологий в более фундаментальные, долговременные исследования, а также в прикладные исследования для практического решения социальных проблем. Основой национальных инновационных систем становится подсистема создания знаний, включающая в себя научно-исследовательские и опытно-конструкторские работы (НИОКР), совокупность деятельности, направленной на получение НЗ и их практическое применение для решения конкретных задач. НИОКР включает 3 группы деятельности: фундаментальные исследования; прикладные исследования; опытно-конструкторские и технологические разработки. Решающая роль будет принадлежать новой экономике, основанной на знаниях. Уровень развития такой экономики характеризуется комплексным показателем – индексом экономики знаний. За рубежом главную роль в распространении НЗ, технологий и инноваций в сфере сельского хозяйства играет государство, финансируя большую часть расходов на исследования НИОКР. Освоение зарубежного опыта распространения НЗ в сельском хозяйстве будет способствовать ускорению внедрения в отечественное агропромышленное производство научных разработок, повышающих его конкурентоспособность.
