Инвестиционно-инновационная стратегия как фактор повышения конкурентоспособности АПК региона | Investment and innovation strategy as a factor in increasing the competitiveness of Agro-industrial complex of the region

Русский. 331\\Рассмотрена инвестиционно-инновационная стратегия как фактор повышения конкурентоспособности (КС) АПК Башкортостана. Одной из главных задач аграрной экономики республики является повышение продовольственной безопасности региона, производство и переработка конкурентоспособной продукции, выход на российские и мировые рынки, увеличение доходной части СХО, а также достижение достойного уровня и качества жизни и работы сельского населения. Основой устойчивого развития АПК, повышения КС его сфер и предприятий различных форм собственности является инвестиционно-инновационная стратегия. Инвестиции в инновации являются важными составляющими улучшения жизнедеятельности АПК – важным фактором обновления и укрепления экономического потенциала его отраслей и предприятий. Успешное внедрение инноваций и повышение КС АПК региона состоит в развитии его материально-технического, человеческого, интеллектуального, аграрного потенциалов в единой взаимосвязи. Возникает необходимость создания эффективных механизмов, способных обеспечить взаимодействие между инновационными и реальными секторами АПК республики, активизировать кооперационные связи. В качестве примера кооперации фундаментальной науки и практики приведено создание и развитие Селекционно-семеноводческого центра по кормовым культурам на основе разработки Уфимского федерального исследовательского центра РАН. Проведенный ретроспективный анализ инвестирования АПК республики показывает систематическое недофинансирование и неравномерное инвестирование СХО, что негативно воздействует на организационно-управленческую структуру предпринимательства, на ход внедрения инноваций в АПК региона и повышение КС его хозяйствующих субъектов. Сделан вывод о необходимости разработки региональной инвестиционно-инновационной стратегии развития АПК, базирующейся на господдержке и активизации роли аграрной науки.

Английский. There has been considered an investment innovation strategy as a factor of increasing the competitive ability (CA) of the AIC of Bashkortostan. One of principal problems of agrarian economy of the Republic is to improve the food safety of the region, produce and to process competitive products, to access to Russian and world markets, to increase the revenues of agricultural organization (AO), as well as to reach worthy living standard and quality and job of the agricultural population. An investment innovation strategy is the basis of sustainable development of the AIC, increasing the CA, its areas and enterprises of different property forms. Investments to innovations are essential constituents for improving the AIC activity – an important factor of regenerating and strengthening the economic potential of its branches and enterprises. Successive introduction of innovations and improvement of CA of the AIC of the region consist in developing the material and technical, human, intellectual, agrarian potentials in a single interrelation. A need arises to create effective mechanisms providing an interaction between innovation and real AIC sectors of the Republic, activating the cooperation relationships. As an example of cooperation of fundamental science and practice there is given creation and development of the Selection and Seed Center for Feed Crops based on development of the Ufa Federal Research Center for the Russian Academy of Sciences. A retrospective analysis of investments to the republican AIC shows a regular lack of funding and irregular investments to AO thereby negatively influencing the organizational management structure of business activity, the process of innovation introduction to the regional AIC and improving the CA of economic entities. It has been concluded that it is necessary to develop a regional investment innovation strategy of the AIC based on state support and activation of the role of agrarian science.
