Formålet med denne studien er å belyse kva som kan vere suksesskriterier og utfordringar for å lykkes med tverrsektorielt samarbeid og planlegging på kommunalt nivå for å imøtekomme dagens og framtidas folkehelseutfordringar. Dei overordna politiske folkehelsemåla er å styrke ei samfunnsutvikling som fremja helse og trivsel, utjamna sosiale helseskilnader og gir mange leveår med god helse. Med utgangspunkt i samhandlingsreformen og folkehelselova som har løfta fokuset mot kommunen si rolle i folkehelsearbeidet, og plan- og bygningslova si inkludering av folkehelse i planlegging, legg dette bakteppe for denne masteroppgåva. Kommunen får ein rolle som lokal omsetjar for å tolke lovverk og nasjonale føringar i folkehelsearbeidet med dei verkemidlar dei rår over; lokal utvikling, planlegging, forvaltning og tenesteyting, og tilpasse dette til deira kommune og helseutfordringar. Det står lite konkret i lovverket om kva organisatoriske verkemidlar som bør/skal nyttes for å integrere folkehelse på tvers av sektorer, eller forankre dette administrativt og lokalt. Studien er ein singel best-case studie kor hovudtyngda av datamaterialet bygger på individuelle intervju med sju informantar. Informantane deltek i eit folkehelseråd som er etablert på tvers av sektorer i forbinding med kommunens ansvar for folkehelsearbeid. Resultata byggjer på erfaringar og opplevingar av folkehelserådet. Suksesskriterier for å lykkes er å etablere ein folkehelsekoordinator i 100 % stilling og plassere denne strategisk i rådmannens stab. Det same er også strategisk forankring og deltaking av assisterande rådmann og ordførar, samt ein arena for å utveksle både fagleg og lokalbasert kunnskap og kompetanse. Eit suksesskriterium er også erfaring frå tverrfagleg samarbeid og folkehelse, gode relasjonar og høg grad av tillit mellom aktørane, samt god struktur. Utfordringar i folkehelserådet er å kombinere planlegging og folkehelsearbeid, oppnå politisk engasjement og å skape ein systematisk tverrsektoriell integrering/forankring av folkehelse. Det er også ein utfordring å kombinere det langsiktige og kortsiktige folkehelsearbeidet, skaffe til veie nok midlar og god nok kunnskap, samt vise til effekt av langsiktig folkehelsearbeid ettersom resultat kjem fleire år fram i tid. The purpose of this study is to examine what can be success factors and challenges to the success of cross-sectoral cooperation and planning at the municipal level to meet current and future public health challenges.The norwegian political public health goals is to strengthen a society that promotes health and well-being, equalize social health differencies and provide many years of good health. Based on the norwegian Cooperation Reform and Public Health Law which has lifted the focus to the municipality's role in health promotion, and the norwegian Planning Law`a inclusion of public health in planning, add the backdrop for this master thesis. The municipality gets a role as local translater to interpret legislation and national recitals in public health work with the works funding they disposal; local development, planning, management and intermediation, and to adapt it to their municipal and health challenges. There is little concrete in the legislation about what organizational works that should/shall be used for integrating public health across sectors, or anchor them administratively and locally.The study is a single best-case study which most of the data are based on individual interviews with seven informants. Informant participates in a governance network established across sectors because of the municipal responsibility for public health. The results build upon experiences of the governance network. Success factors to success is to establish a public health coordinator in 100% position and place it strategically in the administrative officer staff. The same is also a strategic basis and the participation of assistant councilman and mayor, as well an arena for exchanging both academic and community-based knowledge and expertise. A success criterion is also skilled in interdisciplinary collaboration and public health, good relations and a high degree of trust between market participants and good structure. Challenges in the governancenetwork is to combine planning and public health, achieve political involvement and creating a systematic cross-sectoral integration/anchoring of public health. It is also a challenge to combine the long-term and short-term health promotion, provide enough funding and enough knowledge and demonstrate the efficacy of long-term public health as the result seems to show several years ahead.
