Экологические проблемы комплексного развития инфраструктуры региона с учетом агроэкологии в современных условиях | Environmental problems of integrated development of regional infrastructure taking into account agroecology in modern conditions

Английский. The article examines the environmental problems of the integrated development of the branches of the infrastructure of the North Caucasian Federal District in the current conditions. A socio-ecological analysis of the sustainable development of the branches of the region's infrastructure was carried out. The research is based on fundamental scientific works of domestic and foreign scientists in the field of ecology of the industrial component of the infrastructure. In the course of the study, the methods of scientific cognition were used: system analysis, comparison and economic and statistical methods. It is established that in the current situation, the share of transport costs in the cost of agricultural products for farms that are not provided with modern road infrastructure can reach 30-35%. The priority task is to ensure the connectivity of the territory, to build high–quality paved roads to all settlements, including those located in the mountains. It is necessary to attract more investments in this area, including with the help of the state. It is proposed to develop a legislative and legal framework in order to improve, in accordance with new market and modernization conditions, an effective mechanism for managing the social and industrial infrastructure of the region.

Русский. Рассматриваются экологические проблемы комплексного развития отраслей инфраструктуры Северо-Кавказского Федерального округа в современных условиях. Выполнен социально-экологический анализ устойчивого развития отраслей инфраструктуры региона. Основой исследования являются фундаментальные научные труды отечественных и зарубежных учёных в области экологии производственной составляющей инфраструктуры. В ходе исследования использованы методы научного познания: системный анализ, сравнение и экономико-статистические методы. Установлено, что в текущей ситуации доля транспортных издержек в себестоимости с.-х. продукции для хозяйств, не обеспеченных современной дорожной инфраструктурой, может достигает 30-35%. Приоритетная задача – обеспечить связанность территории, построить качественные дороги с твердым покрытием до всех населенных пунктов, в т.ч. расположенных в горах. Необходимо привлекать больше инвестиций в эту сферу, в т.ч. с помощью государства. Предложено разработать законодательно-правовую базу, чтобы улучить в соответствии с новыми рыночными и модернизационными условиями эффективный механизм управления социальной и производственной инфраструктурой региона.
