Spatial aspects of development of rural territories of North Asia | Пространственные аспекты развития сельских территорий Северной Азии

Русский. Проанализировано состояние и выявлены основные тенденции развития демографии и экономики сельских территорий Северной Азии (Уральский, Сибирский и Дальневосточный ФО). Показано, что с 1990 г. по 2020 г. население этих регионов сократилось на 422,78 тыс. человек и составило 37648,60 тыс. человек. Общее число населенных пунктов с 1989 г. по 2010 г. сократилось с 162231 до 153124 пункта, при этом возросло число населенных пунктов с количеством жителей 6 человек и с количеством жителей 3000 человек. Уменьшение числа сельских поселений к 2020 г. наблюдалось в 22 регионах Северной Азии, а рост – только в 5 (республики Тыва, Хакасия, Бурятия, Саха (Якутия) и Хабаровский край). Уровень безработицы и занятости сельского населения в Уральском, Сибирском и Дальневосточном ФО составляет 6,5 и 53,2%; 9,0 и 51,8%; 11,1 и 52,8%. Доля регионов Северной Азии в валовом сборе зерна в РФ с 2005 г. по 2019 г. сократилась с 21,6 до 17,6%, а доля поголовья КРС – с 28,2 до 27,6%. Для улучшения социально-экономической, демографической и инвестиционной ситуаций в Северной Азии предлагается пересмотреть стандарты и нормативы бюджетного обеспечения сельских территорий при формировании производственной и социальной структуры, повысить транспортную доступность сельских населенных пунктов; усилить господдержку многодетных, малообеспеченных семей и семей с детьми; разработать механизмы льготного кредитования обновления техники, обеспечения кормами, дотирование закупочных цен на с.-х. продукцию, поддержку фермерских хозяйств и малого бизнеса. Необходимо повысить доступность для сельского населения инфраструктурных услуг, включая социальные, транспортные, медицинские, образовательные. Сделан вывод, что только при решении перечисленных задач возможно радикальное улучшение экономики сельских территорий Северной Азии.

Английский. The state has been analyzed and the main tendencies of developing the demography and economics of rural territories in North Asia (Ural, Siberian and Far East Federal Districts (FD)). It is shown that since 1990 till 2020 the population of these regions reduced by 422.78 thousand humans and was 37648.60 thousand humans. A total number of settlements since 1990 till 2020 reduced from 162231 to 153124 locations, but the number of settlements with the number of people less than 6 and with the number of people more than 3000 humans increased. The reduction of the number of rural settlements by 2020 was observed in 22 regions of North Asia, and the growth – only in 5 regions (Republic of Tyva, Khakassia, Buryatia, Sakha (Yakutia) and Khabarovsk Krai). The level of unemployment and employment of the rural population in the Ural, Siberian and Far East FDs is 6.5 and 53.2%; 9.0 and 51.8%; 11.1 and 52.8%. The share of regions of North Asia in the gross grain harvest in the RF since 2005 till 2019 reduced from 21.6 to 17.6%, the share of cattle livestock – from 28.2 to 27.6%. To improve the social and economic, demographic and investment situations in North Asia, it is suggested revising the standards and rates of budgetary support of rural territories for forming a production and social structure, increasing the transport accessibility of rural settlements, enhancing the state support of large, low-income families and families with children, developing mechanisms of preferential loans for equipment upgrades, food supply, subsidizing purchase prices for agricultural products, support of farm farms and small businesses. It is necessary to increase the availability of infrastructure services for the rural population, including social, transport, medical, educational services. It has been concluded that only by solving the mentioned problems it is possible to fundamentally improve the economics of rural territories of North Asia.
