Assessment of technical and technological capabilities of agricultural production as an integral part of agricultural policy | Оценка технико-технологических возможностей производства сельскохозяйственной продукции как составной части аграрной политики

Английский. The dependence of domestic agricultural production on fixed and working capital coming from abroad and having a hidden negative impact on the country's food security is analyzed. It is noted that the key reason for the use of an excessive amount of imported equipment, technologies and working capital in agricultural production of the Russian Federation is the lack of financing of domestic innovative developments. From 2010 to 2019, the share of research and development costs in the gross product of the Russian Federation as a whole in the economy and in agriculture was 1.00-1.13 and 0.0055-0.0122%, respectively. In 2017-2019, the level of innovation activity of enterprises in the economy as a whole was 8.5, 12.8 and 9.1%, and in agricultural organizations - 2.9, 4.7 and 3.9%. During this period, the costs of innovation activity in the economy as a whole increased from 1405.0 to 1954.1, and in agriculture – from 15.8 to 49.4 billion rub. The annual volume of imports of the most important types of fixed assets in 2010-2019 ranged from 2273.2 (2015) to 4379.0 (2017) and in 2019 amounted to $3753.0 million. The share of imported fixed assets in the total cost of agricultural facilities put into operation during this period ranged from 26.6 (2010) to 59.15% (2018) and in 2019 amounted to 50.8%. In 2017-2019, the number of new technologies acquired by organizations in the economy and agriculture as a whole amounted to 64914, 20042, 22678 and 426, 1161, 431 units. In 2019 from the Russian Federation 14 domestic agricultural technologies totaling to $ 2.6 million were sold, and 71 technologies worth $9.3 million were purchased. The conclusion is made about the need for state incentives for the creation and implementation of domestic machinery and technologies in the field of agricultural production in order to ensure food security of the country.

Проанализирована зависимость отечественного с.-х. производства от основных и оборотных средств, поступающих из-за рубежа и оказывающих скрытое негативное влияние на продовольственную безопасность страны. Отмечено, что ключевой причиной использование избыточного количества импортной техники, технологий и оборотных средств в с.-х. производстве РФ является недостаток финансирования отечественных инновационных разработок. С 2010 г. по 2019 г. доля затрат на исследования и разработки в валовом продукте РФ в целом по экономике и в сельском хозяйстве составляла 1,00-1,13 и 0,0055-0,0122% соответственно. В 2017-2019 гг. уровень инновационной активности предприятий в целом по экономике составлял 8,5; 12,8 и 9,1%, а в с.-х. организациях – 2,9; 4,7 и 3,9%. За этот период затраты на инновационную деятельность в целом по экономике возросли с 1405,0 до 1954,1, а в сельском хозяйстве – с 15,8 до 49,4 млрд. руб. Ежегодный объем импорта важнейших видов основных средств в 2010-2019 гг. колебался от 2273,2 (2015 г.) до 4379,0 (2017 г.) и в 2019 г. составил 3753,0 млн. долл. Доля импортных основных средств в общей стоимости введенных в эксплуатацию с.-х. объектов в этот период колебалась от 26,6 (2010 г.) до 59,15% (2018 г.) и в 2019 г. составила 50,8%. В 2017-2019 гг. количество приобретенных организациями новых технологий в целом по экономике и в сельском хозяйстве составляло 64914, 20042, 22678 и 426, 1161, 431 шт. В 2019 г. из РФ было продано за рубеж 14 отечественных с.-х. технологий на общую сумму 2,6 млн. долл., а закуплено – 71 технология на сумму 9,3 млн. долл. Сделан вывод о необходимости государственного стимулирования создания и реализации отечественных техники и технологий в области с.-х. производства с целью обеспечения продовольственной безопасности страны.
