The document assumed an active increase in the export of agricultural products and food to $ 45 billion by December 31, 2024. However, in 2021 the indicator of the volume of exports of products was reduced from 45 to 34 billion dollars. Probably, at the stage of forming the federal project, the world markets of the main types of agricultural products and food were not analyzed, and secondly, increasing the export of agricultural products is one of the main goals of the cited agrarian policy, and not its instrument. In general, in Russia, there are many problems related to the export of agricultural products and food: the lack of commodity distribution infrastructure, insufficient state support for exporters, insufficient elaboration of organizational export mechanisms, etc. But one of the main factors is the state of the world markets for agricultural products and food, their conjuncture and the competitiveness of domestic products on world markets. There is given an analysis of the world markets of the main types of agricultural products, as well as the possibility of increasing exports by the main types of agricultural products. The main component allowing entering the world market of agricultural products and foodstuffs is competitiveness. In almost all types of products of the plant growing sub-sector, agricultural products produced in the Russian Federation are competitive in the world market. Concern and concern is caused by the level of competitiveness of livestock products, the production of which, in modern conditions, needs to be given significant attention.

Документ предполагал активное наращивание экспорта с.-х. продукции и продовольствия до 45 млрд долл. до 31 декабря 2024 года. Однако 2021 г. показатель объема экспорта продукции был уменьшен с 45 до 34 млрд долл. Вероятно, на этапе формирования федерального проекта не были проанализированы мировые рынки основных видов с.-х. продукции и продовольствия. Наращивание экспорта с.-х. продукции является одной из главных целей приводимой аграрной политики, а не ее инструментом. В целом в России существует много проблем, связанных с экспортом с.-х. продукции и продовольствия: недостаток товаропроводящей инфраструктуры, недостаточность государственной поддержки экспортеров, недостаточная проработанность организационных механизмов экспорта и другие. Но одним из главных факторов является состояние мировых рынков с.-х. продукции и продовольствия, их конъюнктура и конкурентоспособность отечественной продукции на мировых рынках. Приведен анализ мировых рынков основных видов с.-х. продукции, а также возможности наращивания их экспорта. Главной составляющей, позволяющей выйти на мировой рынок с.-х. продукции и продовольствия, является конкурентоспособность. Практически по всем видам продукции подотрасли растениеводства с.-х. продукция, производимая в РФ, является конкурентоспособной на мировом рынке. Озабоченность и тревогу вызывает уровень конкурентоспособности животноводческой продукции, производству которой в современных условиях необходимо уделить существенное внимание.
