Малые формы хозяйствования в аграрном секторе Амурской области: анализ развития | Small forms of economic in the agrarian sector of the Amur region: development analysis

Русский. В аграрном секторе экономики малые формы хозяйствования представлены крестьянскими (фермерскими) хозяйствами и личными подсобными хозяйствами населения. На 1 января 2019 г. в Амурской области было зарегистрировано 1042 крестьянских (фермерских) хозяйства, и в сравнении с 2015 г. их количество сократилось на 3,6%. Личных подсобных хозяйств населения насчитывалось 92400, и прирост в 2019 г. составил 1,9% по отношению к 2015 г. В последние годы драйвером развития мелкотоварного производства выступает отрасль животноводства, удельный вес которой в производстве валовой животноводческой продукции всех категорий хозяйств неуклонно растет: с 60,5% в 2015 г. до 69,4% в 2019 г. Но в развитии животноводства в малых формах хозяйствования, несмотря на увеличение удельного веса их продукции в общеобластном объеме как животноводческой продукции, так и с.-х. в целом, прослеживаются негативные тенденции: сокращение поголовья с.-х. животных, объемов производства отдельных видов продукции. В последние годы основой отраслевой специализации личных подсобных хозяйств населения Амурской области является производство продукции животноводства – более 50% в структуре производимой продукции, причем животноводческая направленность производства лишь усиливается. Специализацией крестьянских (фермерских) хозяйств является растениеводство, удельный вес отрасли в валовом объеме произведенной продукции фермерами составляет более 90,0%. Удельный вес продукции животноводства в данной категории хозяйств в общем объеме валового производства имеет тренд роста – с 5,9% в 2015 г. до 9,1% в 2019 г. Сложившаяся экономическая реальность не создает в полной мере для малых форм хозяйствования возможности для расширенного воспроизводства и поэтому необходимы дополнительные государственные программы их поддержки, направленные на эффективное функционирование и развитие, что должно обеспечить сохранение и прирост численности сельского населения.

Английский. In the agrarian sector of the economy, small forms of management are represented by peasant (farm) farms and personal subsidiary plots of the population. As of January 1, 2019, 1042 units of peasant (farmer) households were registered in the Amur Region. This number decreased by 3.6% in comparison with 2015. There were 92400 personal subsidiary plots of the population, and an increase in 2019 amounted to 1.9% in relation to 2015. In recent years, the driver of the development of small-scale production has been the livestock industry, whose share in the production of gross livestock products of all categories of farms has been steadily growing. The increment is from 60.5% in 2015 to 69.4% in 2019. But in the development of animal husbandry in small forms of farming, despite the increase in the share of such products in the total regional volume of both livestock products and agricultural products in general, negative trends can be traced, namely a decrease in the number of farm animals, production volumes of certain types of products. In recent years, the basis of the sectoral specialization of personal subsidiary plots of the population of the Amur Region is the production of livestock products, more than 50% in the structure of manufactured products, and the livestock production is only increasing. The specialization of peasant (farmer) households is plant cultivation and the share of the industry in the gross volume of products produced by farmers is more than 90.0%. However, the share of livestock products in this category of farms in the total volume of gross production has a growth trend – from 5.9% in 2015 to 9.1% in 2019. The current economic reality does not fully create opportunities for expanded reproduction in small forms of management, and therefore, additional state programs for support such farms are needed, aimed at effective functioning and development, which should ensure the preservation and increase of the rural population.
