Недооценка информационных издержек: причины и следствия | Underestimation of information costs: causes and consequences

Английский. There is presented the summarized experience gained in empirical research and theoretical analysis of information costs as conducted. The main conclusion is that information costs are systematically underestimated. That is why the high national economic efficiency of digitalization projects often turns out to be illusory. In support of the conclusion, the regularity of increasing specific direct information costs as the volume of data collected by an economic entity grows and it is explained why microprocessor technologies cannot reverse this trend. Without denying the possible benefits of digitalization, the article draws attention to selected examples of situations where underestimating or neglecting information costs cause serious problems. Among them are negative information externalities, i.e., forcing information providers to bear uncompensated information costs; limited ability to apply the cost accounting principle to assess direct and especially alternative information costs; the limited competitive niche of the agricultural extension service as an intermediary in the implementation of digitalization projects; obstacles to the improvement of operational management based on the use of economic mathematical models (using field production as an example) due to the prohibitively high costs of collecting and presenting data. Case studies are accompanied by suggestions that can potentially mitigate the problem.

Русский. Представлен обобщенный опыт, накопленный в ходе проводившихся эмпирических исследований и теоретического анализа информационных издержек. Главный вывод заключается в том, что информационные издержки систематически недооцениваются, ввиду чего высокая народнохозяйственная эффективность проектов цифровизации часто оказывается иллюзорной. В подтверждение вывода обосновывается закономерность возрастания удельных прямых информационных издержек по мере роста объема данных, собираемых хозяйствующим субъектом, и объясняется, почему микропроцессорные технологии не в состоянии переломить эту тенденцию. Не отрицая возможной пользы цифровизации, статья привлекает внимание к отдельным примерам ситуаций, когда недооценка информационных издержек или пренебрежение ими становятся причиной серьезных проблем. В их числе - отрицательные информационные экстерналии: принуждение поставщиков информации к безвозмездным информационным издержкам; ограниченная возможность применения сметного принципа оценки к прямым и особенно к альтернативным информационным издержкам; ограниченность конкурентной ниши информационно-консультационной службы АПК как посредника в выполнении проектов цифровизации; препятствия развитию операционного менеджмента на основе применения экономико-математических моделей (на примере полеводства), обусловленные непомерно высокими издержками сбора и представления данных. Анализ ситуаций сопровождается предложениями, потенциально способными смягчить проблему.
