In Russia, there is a stable significant superiority of the village over the city in terms of the spread of poverty, while the localization of Russian poverty in rural areas is increasing. To solve the problem of reducing rural poverty, a comprehensive approach is needed, including, as the main directions of state policy in this area, strengthening support to the agricultural sphere and stimulating the diversification of the rural economy in order to increase the level of employment of the rural population. There has been carried out a comparative analysis of the level of poverty in urban and rural areas of the Russian Federation. The transformation of the poverty localization coefficient in rural areas, calculated according to the author's methodology and indicating that Russian poverty has a "peasant face", is presented. The main factors of localization of poverty in rural areas are argued, consisting in a low public assessment of agricultural labor and high unemployment, largely due to the mono-employment of the rural population. The characteristic of the level of social protection of the poor in rural areas is given. Priority mechanisms for reducing rural poverty and rural-urban inequality in its spread in rural and urban areas are substantiated. The most effective forms of social protection of poor rural citizens are the organization of domestic food aid on the basis of domestic production and support in the format of a social contract. To justify the effectiveness and the need to accelerate the implementation of the proposed measures, such socio-economic effects from their implementation as the health of the nation and the improvement of the demographic situation, savings on sick leave payments and increasing the efficiency of budgetary spending on health care should be taken into account.

Русский. В России сложилось устойчивое значительное превосходство села над городом по распространению бедности, при этом локализация российской бедности на сельских территориях нарастает. К решению проблемы снижения уровня сельской бедности необходим комплексный подход, включающий в качестве основных направлений государственной политики в этой области усиление поддержки агросферы и стимулирование диверсификации сельской экономики в целях повышения уровня занятости сельского населения. Проведен сопоставительный анализ уровня бедности в городской и сельской местности России. Представлена трансформация коэффициента локализации бедности на сельских территориях, рассчитанного по авторской методике и свидетельствующего о том, что у российской бедности "крестьянское лицо". Аргументированы основные факторы локализации бедности в сельской местности, состоящие из низкой общественной оценки с.-х. труда и высокой безработицы, во многом обусловленной монозанятостью сельского населения. Дана характеристика уровня социальной защиты малоимущих на селе. Обоснованы приоритетные механизмы снижения уровня бедности на селе и сельско-городского неравенства в ее распространении на сельских и городских территориях. Наиболее эффективными формами социальной защиты малоимущих сельских граждан являются организация внутренней продовольственной помощи на базе отечественного производства и поддержка в формате социального контракта. Для обоснования эффективности и необходимости ускорения реализации предложенных мер следует учесть и такие социально-экономические эффекты от их внедрения, как оздоровление нации и улучшение демографической ситуации, экономия на оплате больничных листов и повышение эффективности бюджетных расходов на здравоохранение.
