The modern agricultural sector, as well as the Russian national economy as a whole, and society, is going through a difficult stage of its development due to the crisis of international relations. The purpose of the study was to identify the most relevant areas of implementation of agrarian policy in the current conditions of a decline in the pace of globalization and an increase in the role of the national economy. There were used the methods of expert assessments and analytical generalizations. There is given a critical analysis of the historical development of the agro-industrial complex of Russia, organizational and economic agrarian reforms, new challenges and threats in solving the food security problems. There is given the world experience of reforming agriculture, the features of Russian rural development. The selection of the most pressing issues was carried out on the basis of all-Russian long-term trends. As the basic problems, there are identified aspects of accumulation, distribution and protection of property, including land, greening and staffing of agricultural industries by highly qualified specialists satisfied with the living conditions in rural areas. The importance of education and science, new forms of training and retraining of personnel in agricultural universities is highlighted. For the successful implementation of the tasks given, it is advisable at this stage of the development of Russian agrarian economy to introduce into practice more effective mechanisms of interaction between science, production, and education. And then it will really be possible to say with confidence that the problems created from abroad for Russia can become a source of opportunities and potential development, including and especially in the agricultural sector.

Русский. Современный аграрный сектор, как и в целом российское народное хозяйство, да и общество, проходит сложный этап своего развития, обусловленный кризисом международных отношений. Цель исследования - выявление наиболее актуальных направлений реализации аграрной политики в сложившихся условиях снижения темпов глобализации и повышения роли национальной экономики. Применяли методы экспертных оценок и аналитических обобщений. Дан критический анализ исторического развития агропромышленного комплекса России, организационно-экономических аграрных реформ, новых вызовов и угроз в решении проблем продовольственной безопасности. Приведены мировой опыт реформирования сельского хозяйства, особенности российского сельского развития. Выбор наиболее актуальных вопросов осуществлялся на основе общероссийских многолетних трендов. В качестве базовых проблем выделены аспекты накопления, распределения и защиты собственности, в том числе на землю, экологизации и кадрового обеспечения аграрных отраслей высококвалифицированными специалистами, удовлетворенными бытовыми условиями жизни на селе. Подчеркнута важность образования и науки, новых форм подготовки и переподготовки кадров в аграрных вузах. Для успешной реализации приведенных задач целесообразно именно на этом этапе развития российской аграрной экономики внедрить в практику более эффективные механизмы взаимодействия науки, производства, образования. И тогда действительно можно будет с уверенностью утверждать, что создаваемые из-за рубежа для России проблемы могут стать источником возможностей и развития потенциала, в том числе и особенно в аграрном секторе.
