Resuming antarctic krill fishing: a retrospective and development targets | Возобновление добычи антарктического криля: ретроспектива и целевые ориентиры развития

Английский. There has been considered the urgent problem of resuming the production of Antarctic krill (AK) in Russia. The presented retrospective analysis of the achievements of Antarctic krill fishing in the Soviet period, the analysis of the state of Antarctic krill fishing by the countries participating in the modern international fishery make it possible to predict the volume of fishing Antarctic krill and target points for the development of this direction for the period up to 2030. The most important conditions for the development of domestic fisheries based on the optimal use of AK resources are substantiated, pursuing a protectionist state policy, developing state support measures, including tools to support and stimulate Russian companies, scientific and expeditionary research and developments conducted by the All-Russian Research Institute of Fishery and Oceanography together with the Federal Agency for Fishery for AK fishing and processing. As tasks in the field of fishing industry and AK harvesting the following are highlighted: attracting investments, the need to re-equip the fishing fleet, the introduction of modern resource-saving technologies, continuous fishing technologies, the training of modern highly qualified personnel capable of working effectively with innovative digital technologies. In order to revive the domestic AK fishery, a new model for the development of this area of the industry should be created, which ensures the processes of managing the economy of harvesting, processing, logistics and delivering finished products to the end consumer; stimulating private business, improving the well-being of employed professionals, the receipt of tax revenues in the budget. The most important condition for the development of domestic fishing industry is its scientific support, which provides expeditionary research and applications, utilization of new fishing areas, development of modern fishing technologies, high-tech processing processes, compliance with environmental requirements, organization of production on an innovative basis with a wide range of products and cost-effective production.

Русский. Рассмотрена актуальная проблема возобновления добычи антарктического криля (АК) в России. Представленные ретроспективный анализ достижений добычи АК в советский период, анализ состояния добычи АК странами-участницами современного международного промысла дают возможность прогнозировать объемы добычи АК и целевые ориентиры развития данного направления на период до 2030 г. Обоснованы важнейшие условия развития отечественного рыболовства на основе оптимального использования ресурсов АК; проведение протекционистской государственной политики, разработка мер государственной поддержки, включающих инструменты поддержки и стимулирования российских компаний, научных и экспедиционных исследований и разработок, проводимых Всероссийским НИИ рыбного хозяйства и океанографии совместно с Росрыболовством, по добыче и переработке АК. В качестве задач в сфере рыболовства и добычи АК выделены: привлечение инвестиций, необходимость переоснащения рыбопромыслового флота, внедрение современных ресурсосберегающих технологий, технологий непрерывного лова, подготовка современных высококвалифицированных кадров, способных эффективно работать с инновационными цифровыми технологиями. Для возрождения отечественного промысла АК должна быть создана новая модель развития данного направления отрасли, обеспечивающая процессы управления экономикой добычи, переработки, логистики и доведение до конечного потребителя готовой продукции; стимулирование частного бизнеса, повышение благосостояние занятых специалистов, поступление в бюджет налоговых сборов. Важнейшее условие развития отечественного рыболовства – его научное сопровождение, обеспечивающее экспедиционные исследования и разработки, освоение новых районов промысла, разработку современных технологий добычи, высокотехнологичные процессы переработки, соблюдение экологических требований, организацию производства на инновационной основе с получением широкого ассортимента продукции и рентабельного производства.
