The potential for the formation of an export-oriented grain cluster in the region | Потенциал формирования экспортно-ориентированного зернопродуктового кластера в регионе

There is discussed the current state of the export potential of the agro-industrial sector of the region as a whole, and there are explored the possibilities of forming an export-oriented cluster of the grain product subcomplex. The study and assessment of the prospects and potential for the development of an export-oriented cluster were carried out in relation to the natural and climatic conditions of the Saratov region. From the standpoint of a systematic approach, the study used materials from the Ministries of Economic Development and Agriculture of the Russian Federation and the Saratov Region, the Federal State Statistics Service (Rosstat), and the Federal Customs Service (FCS) of Russia. To achieve this goal, empirical (observation, comparison) and theoretical research methods (analysis, synthesis, deduction) were used. Companies producing and processing products of the grain product subcomplex are relatively compact geographically located in the region, which creates real prerequisites for their association into an export cluster. The Saratov region supplies 94 types of agricultural products to foreign markets and forms 28.34% of the region's total exports according to data for 2020. One of the approaches to the formation of a cluster is considered as a mechanism for the process of influencing an object. In this case, management functions are implemented through legislative, financial, economic, organizational, and administrative methods of influence to ensure the continuous development of the object (in our case, a cluster), which is confirmed by the relative indicators of the region's export opportunities. Studies of the exports dynamics and structure of agricultural products of the region allow concluding that the possibilities of organizational and economic structures and management levels in the agro-industrial complex of the country, region, and the grain industry have created all the prerequisites for the formation and development of an export-oriented cluster of grain products subcomplex in the region.

Русский. Рассматривается текущее состояние экспортного потенциала АПК региона в целом и исследуются возможности формирования экспортно-ориентированного кластера зернопродуктового подкомплекса. Исследование и оценка перспектив и потенциала развития экспортно-ориентированного кластера, проведены применительно к природно-климатическим условиям Саратовского региона. С позиции системного подхода в исследовании использовались материалы Министерств экономического развития и сельского хозяйства России и Саратовской области, Федеральной службы государственной статистики (Росстата), Федеральной таможенной службы (ФТС) России. Для достижения поставленной цели применены эмпирические (наблюдение, сравнение) и теоретические методы исследования (анализ, синтез, дедукция). Компании производители и переработчики продукции зернопродуктового подкомплекса сравнительно компактно географически размещены на территории региона, что создает реальные предпосылки их объединения в экспортный кластер. Саратовская область осуществляет поставки 94 вида продукции АПК на внешние рынки и формирует 28,34% всего экспорта региона по данным за 2020 г. Рассматривается один из подходов к формированию кластера как механизма процесса воздействия на объект. При этом функции управления реализуются посредством законодательных, финансово-экономических и организационно-административных методов воздействия для обеспечения непрерывного развития объекта (в нашем случае кластера), что подтверждается относительными показателями экспортных возможностей региона. Исследования динамики и структуры экспорта продукции АПК региона позволяют сделать вывод, что возможности организационно-экономических структур и уровней управления в АПК страны, региона, так и зерновой отрасли создали все предпосылки для формирования и развития экспортно-ориентированного кластера зернопродуктового подкомплекса в регионе.
