Оценка уровня бедности и уровня жизни сельского населения в Саратовской области | Assessment of the level of poverty and the standard of living of the rural population in the Saratov region

Русский. Проведена оценки уровня бедности сельского населения Саратовской области на основе как зарубежных, так и отечественных научных подходах. Расчёт индекса бедности производился на основе методики, предложенной Европейской экономической комиссии ООН (ЕЭК ООН). Для определения социального положения и уровня жизни жителей сельских территорий Саратовской области была разработана анкета и проведён анонимный опрос респондентов. В опросе приняли участие 100 человек, имеющих разный социальный статус и возраст. В ходе исследования выявлено, что за весь исследуемый период доля бедного населения Приволжского Федерального округа была выше, чем в целом по России (примерно на 1,5–2%). В Саратовской области индекс бедности превышал показатель по стране в 2–3 раза за исследуемый период с 2013 по 2019 гг., что связано, прежде всего, с более высокой долей населения с доходами ниже прожиточного минимума (областной показатель – 15,5%, показатель по стране – 12,3% за 2019 г.). По региону этот показатель проявил тенденцию незначительного снижения – с 0,332 до 0,304, в то время как индекс бедности по РФ снизился с 0,167 до 0,117. По данным обработки анкет можно сделать вывод, что средняя заработная плата опрошенных колеблется в диапазоне 15865–22865 рублей, что гораздо ниже официального среднеобластного значения 33544,50 рублей. Из всех опрошенных возможность получения дополнительного заработка отметили лишь 18%. Сделан общий вывод, что разрыв в уровне жизни сельского и городского населения влечет за собой отток жителей сельских территорий в города, а также высокую социальную напряженность.

Английский. An assessment of the poverty level in the rural population of the Saratov region was carried out on the basis of both foreign and domestic scientific approaches. The poverty index was calculated based on the methodology proposed by the United Nations Economic Commission for Europe (UNECE). To determine the social status and living standard for residents of rural areas of the Saratov region, a questionnaire was developed, and an anonymous survey of respondents was conducted. The survey involved 100 people of different social status and age. The study revealed that over the entire study period, the proportion of the poor in the Volga Federal District was higher than in Russia as a whole (by about 1.5–2%). In the Saratov region, the poverty index exceeded the national indicator 2–3 times over the study period from 2013 to 2019, which is primarily due to a higher proportion of the population with incomes below the subsistence line (the regional indicator is 15.5%, the indicator in the country is 12.3% in 2019). In the region, this indicator showed a slight downward trend, from 0.332 to 0.304, while the poverty index in the Russian Federation decreased from 0.167 to 0.117. According to the questionnaire processing data, it can be concluded that the average salary of the respondents ranges from 15,865–22,865 rub, which is much lower than the official average regional value of 33,544.50 rub. Of all respondents, only 18% noted a possibility of obtaining additional earnings. A general conclusion is drawn that the gap in the living standard of the rural and urban population entails an outflow of residents of rural areas to cities, as well as high social tension.
