Государственная поддержка производства картофеля и овощей открытого грунта в Дальневосточном федеральном округе | State support for the production of potatoes and open-ground vegetables in the Far Eastern Federal District

Представлен анализ показателей производства продукции овощеводства открытого грунта и картофелеводства за последние 6 лет по России, Дальневосточному федеральному округу (ДФО), основным регионам - производителям этих культур в ДФО. К последним относятся – Амурская область, Республика Саха (Якутия), Забайкальский, Приморский и Хабаровский края. Рассмотрены направления и размер государственной поддержки данных отраслей и обоснована целесообразность их совершенствования. Объемы производства и овощей, и картофеля и по стране, и по ДФО, и по регионам округа снижаются. Такая ситуация во многом обусловлена низким уровнем поддержки с.-х. производителей, специализирующихся на данных отраслях. Необходимо внедрение скорректированных организационных и финансовых мероприятий, осуществление которых целесообразно путем применения проектного подхода к поддержке развития картофелеводства и овощеводства в ДФО для вывода его на устойчивые траектории. Для макрорегиона необходим целевой федеральный и региональный проектный подход к формированию комплекса условий для надежного и стабильного роста объемов производства картофеля и овощей открытого грунта во всех регионах округа. Это должна быть именно система долгосрочных, а не ситуативных мер. Для успешного и ускоренного развития отраслей необходимы дополнительные вложения и принятие мер по ключевым направлениям хозяйственной деятельности фермеров: субсидирование развития производства, содействие технической модернизации овощеводства, развитию семеноводства, комплекса овощехранения, учет природных аномалий в ДФО. Общая сумма дополнительных субсидий для внедрения предложенных мероприятий из федерального бюджета может составить около 350-400 млн рублей. Это небольшие деньги, но они будут знаковыми для макрорегиона.

There is presented an analysis of the indicators of field vegetable and potato production over the past 6 years across Russia, the Far Eastern Federal District (FEFD), and the main regions producing these crops in the FEFD. The latter include the Amur Region, the Republic of Sakha (Yakutia), the Trans-Baikal, Primorsky and Khabarovsk Territories. There are considered the directions and size of state support for these industries and justified the expediency of their improvement. The production volumes of vegetables and potatoes in the country, in the FEFD, and in the regions of the District are declining. This situation is largely due to the low level of support for agricultural producers specialized in these industries. It is necessary to introduce adjusted organizational and financial measures, the implementation of which is advisable by using a project approach to support the development of potato and vegetable growing in the FEFD in order to bring it to sustainable trajectories. The macroregion requires a targeted federal and regional project approach to the formation of a set of conditions for reliable and stable growth in the production of field potatoes and vegetables in all regions of the District. It should be a system of long-term, not situational measures. For the successful and accelerated development of industries, additional investments and measures are needed to key areas of farmers' economic activity: subsidizing the development of production, promoting the technical modernization of vegetable growing, the development of seed production, the complex of vegetable storage, taking into account the natural anomalies in the FEFD. The total amount of additional subsidies for the implementation of the proposed measures from the federal budget may amount to about 350-400 million rub. This is not much money, but it will be significant for the macroregion.
