Структура экономики рыбохозяйственного комплекса представляет собой объединение нескольких отраслей, которую для целей анализа можно условно разбить на две крупные самостоятельные, но функционально связанные производственные системы: рыбная промышленность и рыбное хозяйство. Некогда отлаженный механизм государственного управления рыбной промышленности и рыбным хозяйством в рамках единого органа отраслевого управления - Министерства рыбного хозяйства - стал одним из первых объектов трансформации под воздействием глубокого социально-экономического кризиса 1990-х годов, до сих пор не преодолевшим его разрушительные последствия. С позиций сегодняшнего дня проведенные преобразования оказались крайне неудачными. Самым тяжёлым по своим последствиям оказался отказ от системного подхода к организации работы сложного хозяйственного комплекса. В результате отделение ресурсной базы всей промышленной составляющей (судостроения, транспорта, строительства, сервисных служб) от хозяйственно-управленческой деятельности привело к разрыву жизненного цикла товарного производства. Повышение эффективности работы рыбохозяйственного комплекса является одной из национальных целей социально-экономического развития России. Необходима перестройка системы управления отраслью. Разработана модель платформенного управления рыбохозяйственным комплексом, позволяющая мобилизовать управленческие ресурсы в едином центре принятия решений. Внедрение модели позволит наладить экономические связи между участниками производства рыбной продукции, обеспечить устойчивый сбыт на внешнем рынке и снижение потребительских цен на внутреннем. Предусматривается также обновление научно-исследовательской и промысловой базы отрасли, внедрение новых технологий.

The economic structure of the fishery sector in Russia is a complex of several industries, which for the purposes of analysis can be conditionally divided into two large independent but functionally related production systems, namely the fish industry and fisheries. The once debugged mechanism of state management of the fish industry and fisheries within the framework of a single body of sectoral management, the Ministry of fishery, became one of the first objects of transformation under the influence of the deep socio-economic crisis of the 1990s, the devastating consequences of which has not yet overcome. From the standpoint of today, the transformations carried out were extremely unsuccessful. The most difficult was the rejection of a systematic approach to organizing the work of a multiple economic mechanism. As a result, the separation of the resource base of the entire industrial component, such as shipbuilding, transport, construction industry, service facilities from economic and management activities led to a rupture of the life cycle of commodity production. Improving the efficiency of the total fishery sector in Russia is essentially one of the national goals of the country's socio-economic development. The industry management system needs to be restructured. A model of platform management of the fishery sector has been developed, which makes it possible to mobilize management resources in a integrated decision-making center. The introduction of the model will allow establishing economic ties between stakeholders in the production of fish products, ensuring sustainable sales in the foreign market and reducing consumer prices in the domestic market. It is also planned to update the research and commercial base of the industry, the introduction of new technologies.
