Hazard and risk of pesticides are assessed in a stepwise test procedure. The number of animals per test as well as the amount and choice of tests are, as far as possible, restricted to the minimum necessary for a valid conclusion. Different types of tests and their ecological significance are presented. At early stages of product development, simple preliminary tests allow the selection of substances with relatively high saftey. However, the decisive property is not simply the potential hazard, i. e. the toxicity in relation to the exposure under practical conditions, decisive is the question, whether or not the substance is actually ingested in quantities which could cause serious adverse effects (many substances have 'repellent' properties). The acceptability of risks has to be evaluated in a risk-benefit analysis, including ecological considerations
