The authors consider the opportunities for useful co-operation between the state and the informal sector in planning geared to the satisfaction of basic needs. These considerations are made on the basis of UN-statistics on the present and future social situation in the developing countries. The paper gives examples from Vietnam, Ethiopia and Cuba to show the encouraging effect of central projects on the all-round development of areas with a poor structure. The general conclusions on the present subject indicate the importance and necessity of problem solutions which meet the respective situation with regard to planning, structural design and construction methods.
