The main problems in establishing a bookkeeping network of NIPF owners and in producing statistically valid information on the costs and revenues are the difficulties in obtaining both a realtime and a comprehensive list of NIPF owners to design the sample, the high probability of having a large number of non-cooperative owners as well as owners who, after starting the bookkeeping, give it up later, the validity of the data, i.e. whether the forest owners are giving correct information, the selectiveness of the repliers, as only active forest owners have the sufficient motivation to continue the bookkeeping from year to year, and the relatively high expenses of monitoring for each sampling unit. These problems also interact with each other. NIPF (Non-Industrial Private Forestry).
