Participatory methods for situation analysis and planning of project activities - Experiences with women and youth in the communal areas of Namibia

During the long colonial period in Namibia the Communal Areas suffered an enormous amount of neglect economically and politically while the commercial farm sector was promoted and protected by the white authorities. In 1990 Namibian Government in co-operation with the German Gesellschaft fuer Technische Zusammenarbeit decided to launch the Sustainable Animal Production and Range Development Programme (SARDEP) to commence on rectifying this imbalance. Its mandate is to improve animal production and rangeland utilisation in the communal areas. SARDEP is still in the orientation phase and thus requires a large information input to determine possible fields of activities. It is with this in mind, that this study focuses on providing information about the socio-economic situation of women and youth, the role of livestock production and about the range condition and its use in the Southern and Eastern Communal Areras. SARDEP follows a participatory approach in developing and testing strategies to improve the natural resource base and the living conditions in the Communal Areas. To enable SARDEP to adhere to this approach, participatory methods needed to be tried out and where necessary to be adjusted. These two tasks, namely gathering information in the two areas as well as developing participatory methods led to defining the purpose of this study: The SARDEP team uses a set of methods which aims at investigating the needs and interests of women and young people and at developing appropriate measures together with them. The methods are defined in such a way, that they enable women and young people to analyse their situation more effectively and hence to develop strategies of action. Consequently, the following studyis split into three parts: the results of the situation analysis of women and youth, the methodological part and a manual about Participatory Rural Appraisal methods.
