[Data requirements and collections of federal institution for questions of soil protection: Results of a survey with question sheets]

Federal agencies concerned with soil protection in Germany were surveyed to identify and assess their needs and availabilities of data required for the administration soil protection legislation. The need for data relevant to soil protection on the national and European level was differentiated for various categories of topics and user groups. The need and actual availability of soil protection data was compared and discussed. At present, the most important soil protection issues on the national level are related to pollution from organic and inorganic compounds, such as heavy metals or herbicides and the carrying capacity of soils (for example background values, critical loads, sorption, reduction, leaching). Despite the obvious data needs, the database available at the national level is incomplete. The approach for the compilation of basic pedological data has been decided and the availability of pedological data will improve significantly in the next 5 to 10 years. Data about actual contents of elements in soils are held by various government institutions and responsibilities and access rights are not always clearly defined. More transparency and co-operation could improve the situation considerably

Немецкий. In einer Befragung von Bundesministerien, -behoerden und -institutionen wurde deren bodenschutzrelevanter Datenbedarf sowie die vorhandenen Datenbestaende ermittelt und gegenuebergestellt. Der Datenbedarf fuer die schrittweise Bearbeitung bodenschutzrelevanter Fragestellungen auf Bundes- und EU-Ebene kann bezueglich der benoetigten raeumlichen und inhaltlichen Aufloesung nach Fragestellungskategorien und Nutzergruppen differenziert werden. (Forschungs-, Uebersichts- oder anwedungsbezogene Fragestellungen). Zu Zeit werden auf Bundesebene vor allem Fragestellungen zur stofflichen Belastung und Belastbarkeit der Boeden, z.B. mit Schwermetallen oder Pflanzenschutzmittelwirkstoffen bearbeitet (u.a. Hindergrundwerte, Critical Loads, Sorption, Abbau, Austrag). Dem grossen Datenbedarf stehen bisher relativ lueckenhafte Datenbestaende gegenueber. Die Bereitstellung geowissenschaftlicher Grundlagenforschung ist konzeptionell geklaert. Sie wird in den naechsten Jahren stetig verbessert.Bodenzustandsdaten liegen bisher bei verschiedenen Bundesbehoerden isoliert vor. Die Zustaendigkeiten und Zugriffsrechte sind z.T. nicht eindeutig geklaert. Hier kann durch mehr Transparenz und Kooperation eine deutliche Verbesserung erreicht werden
