The author describes the present organizational model of anti-flood protection teams and the basic legal norms regulating the anti-flood committees activities. The existing system was based on the circumstances of 1972, 1977 and 1985 floods. The tragic results of the 1997 flood indicated the necessity to verify the existing anti flood protection model
