Discourse about property - a tradition of negations

The terms that are used in discourses, are supposed to influence the thinking of people as well as the course of political processes. At the same time they are an expression of the content and structure of these processes. As property seems to be one of the most important characteristics of forestry this issue is chosen to show the use of language and specific terms by forest relevant legislation, authority, interest groups and forest policy sciences. - It can be shown that the semantic treatment of different forms of forest property does show specific characteristics. It is obvious that many actors prefer negations while talking about forest property. Especially many forms of private forest property are described by characteristics, they do not actually have at all, as for example non-state, non-farm-related, non-industrial or non-resident. - This tradition of negations is analysed with regard to forest policy and its study of forest policy sciences. At the end one example from the field of small scale forestry illustrates an adequate use of terms that could help to avoid some of the described problems.
