Setting up a control and certification system for organic farming in developing countries: the case of Algeria

The main objective of this work is to define the steps and the procedures to set up an effective control and certification system for Algeria, that is compatible with local peculiarities and realities and which complies with the International Regulations. The aim of this initiative is to offer a cost-efficient and credible inspection and certification for organic products to farmers, processors and traders. A study of the experience of another developing country in setting up a certification program was carried out. This case study is intended to present some key experiences in the field, and to extract lessons learnt which could serve as support for new initiatives. An action plan is proposed with the main steps and actions to undertake in order to reach the main objective of this work.

Французский. Le principal objectif de ce travail est de définir les étapes et les procédures à suivre pour installer un système de contrôle et de certification efficace pour l'Algérie qui soit compatible avec les conditions locales et les réalités du pays et qui soit en même temps conforme à la Réglementation Internationale. Le but de cette initiative est d'assurer pour la production biologique algérienne, pour les agriculteurs, les transformateurs et les commerçants, un système de contrôle et de certification peu coûteux, efficace et crédible. L'expérience d'un autre pays en voie de développement dans l'installation d'un programme de certification a été étudiée Cette étude de cas est supposée présenter les expériences clef dans le domaine, et nous aider à extraire les leçons qui pourraient servir comme support pour de nouvelles initiatives. Un plan d'action est proposé avec les principales étapes et actions à entreprendre pour atteindre le principal objectif de ce travail.
