Resource factors of sustainable development of agricultural production in Russia in the context of new global challenges | Ресурсные факторы устойчивого развития аграрного производства России в условиях новых глобальных вызовов

Английский. The sustainable development within the framework of UN documents and of Russian strategies is associated with economic growth and ensuring food security. Emphasis is placed on resource factors, since one of the problems in the modern development of agricultural production is its high import dependence on the supply of basic production resources. The main challenges for Russian agricultural production in the context of global socio-economic and political changes are summarized. The factors of sustainable development of agricultural production in Russia, associated with increasing the efficiency, import substitution in the resource sector and increasing the export potential for agricultural products, are presented. The solution to the problem of overcoming the import resource dependence of domestic agricultural production is proposed to be differentiated depending on the current level of use of imported resources, the possibility of increasing domestic production of similar goods, and maintaining complementary imports. The adaptation of global indicators of sustainable development to the conditions of agricultural production in Russia has been carried out. The degree of structural changes in the sectoral, production and resource spheres of the agricultural industry is calculated. Based on the calculations, a conclusion was made about the sustainability of production ratios in sectoral complexes and categories of farms, as well as in the resource provision of the agricultural sector; on the other hand, about the need for structural shifts in favour of an increase in the share of resource costs that ensure innovative development. The main directions of the strategy for implementing the sustainable development of Russian agricultural production and its resource potential in the face of new global challenges have been developed.

Русский. Устойчивое развитие в рамках документов ООН и стратегий России связано с экономическим ростом и обеспечением продовольственной безопасности. Сделан акцент на ресурсных факторах, так как одной из проблем развития аграрного производства является его высокая импортная зависимость от поставок основных производственных ресурсов. Обобщены основные вызовы для аграрного производства России в условиях глобальных социально-экономических и политических изменений. Представлены факторы устойчивого развития аграрного производства России, связанные с повышением эффективности, импортозамещением в ресурсной сфере и наращиванием экспортного потенциала по продукции АПК. Преодоление импортной ресурсной зависимости отечественного аграрного производства предлагается дифференцировать в зависимости от современного уровня использования импортных ресурсов, возможностей увеличения отечественного производства аналогичных товаров, сохранения дополняющего импорта. Проведена адаптация глобальных индикаторов устойчивого развития к условиям аграрного производства России. Рассчитана степень структурных изменений в отраслевой, производственной и ресурсной сфере аграрной отрасли. На основе расчетов сделаны выводы об устойчивости соотношений производства по отраслевым комплексам и категориям хозяйств, а также в ресурсном обеспечении аграрной отрасли; о необходимости структурных сдвигов в пользу роста доли затрат на ресурсы, обеспечивающих инновационное развитие. Разработаны основные направления стратегии реализации устойчивого развития аграрного производства России и его ресурсного потенциала в условиях новых глобальных вызовов.
