Methodology for assessing poverty in Russia in the context of rural-urban comparisons | Методология оценки бедности в России в контексте сельско-городских сравнений

Английский. The changes in poverty occurrence evaluation methods in Russia from the pre-reform period (before 1991) to the present day are presented. The differentiation of the material well-being of the population and the share of the poor people in rural and urban areas is analyzed using various methodological approaches to the evaluation. It is noted that the assessment of poverty level by total income somewhat reduces the rural-urban gap in this indicator. However, even with this measurement, as well as when using non-monetary methods, it is obvious that the Russian poor are concentrated in rural areas. Based on an analysis of the new procedure for calculating the poverty threshold introduced in Russia from 2021, in view of the median per capita monetary income in the country and the percentage standard of its value, as well as the differences of this order from the methodology used in the EU, it is concluded that these boundaries are underestimated and statistically reduce the level of poverty in the country. It is proved that the transition from assessing the need for monetary income to a comprehensive assessment, including restrictions on the size of movable and immovable property, savings, leads to a significant reduction in the number of recipients of state social assistance, especially in rural areas. The main directions for improving the methodology and practice of accounting for the number of the poor, with reference to settlement and regional characteristics, are outlined in order to cover the poor better with state support and improve the effectiveness of policies to reduce poverty in the country and overcome its localization in rural areas. It is recommended to raise the poverty line to 45% of the median per capita income by 2025, and to 55% by 2030.

Русский. Представлена эволюция методов оценки распространения бедности в России от дореформенного периода (ранее 1991 г.) до наших дней. Анализируется дифференциация материального благосостояния населения и доли малоимущих на сельских и городских территориях при использовании различных методологических подходов к их измерению. Отмечается, что оценка уровня бедности по совокупному доходу несколько снижает сельско-городской разрыв по этому индикатору. Однако и при таком измерении, а также при использовании немонетарных методов очевидно, что российские малоимущие концентрируются на сельских территориях. На основе анализа нового порядка расчета границы бедности, введенного в России с 2021 г., исходя из медианного среднедушевого денежного дохода в стране и процентного норматива от его величины, а также отличий этого порядка от методики, применяемой в ЕС, сделан вывод о том, что эти границы занижены и статистически снижают уровень бедности в стране. Обосновано, что переход от оценки нуждаемости по денежному доходу к комплексной оценке, включающей ограничения по размеру движимого и недвижимого имущества, сбережений, приводит к значительному сокращению круга получателей государственной социальной помощи, особенно на сельских территориях. Обозначены основные направления совершенствования методологии и практики учета численности малоимущего населения с учетом поселенческих и региональных особенностей для более полного охвата малоимущих государственной поддержкой и повышения эффективности политики по снижению бедности в стране и преодолению ее локализации на сельских территориях. Рекомендовано повысить черту бедности к 2025 г. до 45% медианного среднедушевого дохода, а к 2030 г. – до 55%.
