Agribusiness enterprises in a market economy: from competition to cooperation | Организации АПК в рыночной экономике: от конкуренции к сотрудничеству

An analysis of institutional changes in the agro-industrial sector revealed negative trends in the structure of agricultural enterprises associated with their mergence by agricultural holdings, an increase in the number of super-large farms and a reduction in the total number of agricultural enterprises. The further strengthening of these tendencies contradicts the goals of the state for the social revival of villages and the sustainable development of various forms of management in a diversified rural economy. The study identifies models for the integration of agricultural enterprises into food subsectors, which will provide them with equal access to financial resources at the local and global markets and create equal competitive environment. There are proposed contract models of interaction between independent farms and agricultural holdings; there are developed measures to enhance cooperation between small and medium-sized enterprises. There are identified directions for the creation of cluster associations and there are substantiated measures for public-private and municipal-private partnerships. The trends of changes in the institutional structure of agricultural enterprises are revealed. An assessment of the impact of these changes on the results of economic activity was carried out. The institutional model of functioning the agro-industrial sector in the post-reform period ensured the recovery and further growth of agricultural production after its fall in the 90s. Market failures were overcome by the creation of a state regulation system in the agro-industrial sector. At the same time, there were problems in the institutional structure of the agro-industrial sector related to the acquisitions of enterprises by large agricultural holdings, the growth of the number of "latifundia", the reduction in the number of peasant (farms) enterprises. The solution of these problems is necessary to achieve the state's goals for the social revival of the village and the sustainable development of the mixed rural economy. The necessity of changes in the system of state planning and support aimed at creating equal competitive conditions for enterprises has been substantiated.

Анализ институциональных изменений в АПК выявил отрицательные тенденции в структуре сельхозпредприятий, связанные с поглощением их агрохолдингами, ростом численности сверхкрупных хозяйств и сокращением общей численности с.-х. организаций. Дальнейшее усиление этих тенденций противоречит целям государства по социальному возрождению села и устойчивому развитию разных форм хозяйствования в многоукладной сельской экономике. В результате исследования определены модели интеграции сельхозпредприятий в продуктовые подкомплексы, которые обеспечат для них равную доступность к финансовым ресурсам на локальных и глобальных рынках и создадут равные конкурентные условия. Предложены контрактные модели взаимодействия самостоятельных хозяйств с агрохолдингами; разработаны меры по развитию кооперации малых и средних предприятий; определены направления по созданию кластерных объединений; обоснованы мероприятия по государственно-частному и муниципально-частному партнерству. Раскрыты тенденции изменений в институциональной структуре предприятий АПК. Проведена оценка влияния этих изменений на результаты хозяйственной деятельности. Институциональная модель функционирования АПК, сложившаяся в послереформенный период, обеспечила восстановление и дальнейший рост сельхозпроизводства после его падения в 1990-х гг. Провалы рынка были преодолены созданием системы государственного регулирования в АПК. Вместе с тем появились проблемы в институциональной структуре, связанные с поглощениями предприятий крупными агрохолдингами, ростом числа "латифундий", сокращением численности крестьянских (фермерских) хозяйств и личных подсобных хозяйств. Решение этих проблем необходимо для достижения целей государства по социальному возрождению села и устойчивому развитию многоукладной сельской экономики. Обоснована необходимость изменений в системе государственного планирования и поддержки, направленных на создание равных конкурентных условий для предприятий.
