A raíz del evento de inundación presentado en la Cuenca de los Rios Ubaté y Suárez (hoy denominada Cuenca de los ríos Alto Medio y Bajo Suarez), en el año 2006, en el cuál las lluvias superaron la capacidad de respuesta hidráulica de la zona, debido a los procesos de degradación gradual a la que estaba siendo sometida esta, causada por la intervención antrópica, se presentó la oportunidad de realizar un trabajo entre varias entidades de Carácter Nacional, Departamental, Regional y Municipal, con el objeto de lograr la recuperación ambiental de la cuenca al amparo del documento CONPES 3451 de 2006 “ Estrategia para el Manejo Ambiental de la Cuenca Ubaté y Suarez”. De esta forma, las entidades responsables, desde sus distintos ejes misionales han reportado ante el Departamento Nacional de Planeación – DNP, las acciones que permitan dar cumplimiento al compromiso adquirido y este a su vez ha realizado el correspondiente seguimiento, no se ha valorado en realidad el impacto que sobre los recursos naturales ha tenido la ejecución del CONPES.En este sentido, el presente trabajo, aporta desde la Gerencia de los Recursos Naturales, una visión que las acciones adelantadas han tenido sobre la naturaleza, estableciendo que Recurso Natural ha sido el más y menos intervenido, desde la concepción de los procesos de inversión y acción, adelantados.

As a result of the flood event presented in the Basin of the Ubaté and Suarez Rivers (today called the Upper Middle and Lower Suarez River Basin), in 2006, in which the rains exceeded the hydraulic response capacity of the area, due to the processes of gradual degradation to which this was being subjected, caused by anthropic intervention, the opportunity was presented to carry out a work among several entities of a National, Departmental, Regional and Municipal nature, in order to achieve environmental recovery of the basin under the document CONPES 3451 of 2006 "Strategy for the Environmental Management of the Ubaté and Suarez Basin". In this way, the responsible entities, from their different mission axes have reported to the National Planning Department - DNP, the actions that allow to fulfill the acquired commitment and this in turn has made the corresponding follow-up, it has not been valued in reality The impact that the implementation of CONPES has had on natural resources. In this sense, the present work contributes from the Natural Resources Management, a vision that the advanced actions have had on the nature, establishing that Natural Resource has been the more and less intervened, from the conception of the investment and action processes, advanced.
