Methodological approach to assessing the sustainable development of agricultural enterprises | Методический подход к оценке устойчивого развития предприятий АПК

There are presented the results of the conducted research in the context of the theory of management of sustainable development of agro-industrial enterprises in relation to the global challenges of Agriculture 4 and the digital economy transformation of the agricultural sector. The characteristic factors of sustainable development are highlighted: the use degree of material resources in the production process; innovative activity of agro-industrial enterprises; compliance of investment and personnel policy with the requirements of the Strategy of Scientific and Technological Development; the state of financial management. Identification of characteristic factors provides an opportunity to explore sustainable development in the interrelation of factors of the internal and external environment. The author's methodological sequence of assessing the sustainable development at the level of the main links of the agro-industrial complex is proposed. The specific features of the proposed sequence include the definition of its main components: systematization and calculation of private indicators reflecting the influence of factors on sustainable development; adjustment of particular integral indicators to a single integral indicator; assessment of the economic consequences of the assessment. The indicators showing the level of sustainable development of enterprises of the agro-industrial complex in relation to each element are determined and reasoned. This makes it possible to carry out a detailed analysis of changes and fluctuations in the possibilities of achieving sustainable development of agro-industrial enterprises, in a timely and expedient manner to level the problem areas in the process of implementing an algorithmic sequence of analytical evaluation.

Представлены результаты проведенного исследования в контексте теории управления устойчивым развитием предприятий агропромышленного комплекса применительно к глобальным вызовам Agriculture 4.0 и цифровой трансформации экономики аграрной отрасли. Выделены характерные факторы устойчивого развития: степень использования материальных ресурсов в процессе производства продукции; инновационная активность предприятий агропромышленного комплекса; соответствие инвестиционной и кадровой политики требованиям Стратегии научно-технологического развития; состояние финансового менеджмента. Выявление характерных факторов предоставляет возможность исследовать устойчивое развитие во взаимосвязи факторов внутренней и внешней среды. Предложена авторская методическая последовательность оценки устойчивого развития на уровне основных звеньев агропромышленного комплекса. К специфическим особенностям предлагаемой последовательности относится определение её основных компонентов: систематизация и расчет частных показателей, отражающих влияние факторов на устойчивое развитие; приведение частных интегральных показателей к единому интегральному показателю; оценка экономических последствий проведенного оценивания. Определены и аргументированы показатели, показывающие уровень устойчивого развития предприятий агропромышленного комплекса применительно к каждому элементу. Это дает возможность проводить детализированный анализ изменений и колебаний возможностей достижения устойчивого развития предприятий агропромышленного комплекса, своевременно и оперативно нивелировать проблемные зоны в процессе осуществления алгоритмической последовательности аналитического оценивания.
