Reclamation policy and rural development: a necessary contradiction

Extract: Throughout the past 76 years irrigation development has been tied to rural development in the West. A strong case can be made that neither goal has been well served. This paper explores some of the reasons why the Bureau of Reclamation has not been and probably cannot be an effective agency of rural development, at least in California. The paper is divided into three parts. The first explores the growing divergence between the legislative goals imbedded in Reclamation policy and the administration of that policy, and illustrates the consequences of this divergence for rural development in California. The second part of the paper provides a theoretical framework for interpreting the administrative behavior and then applies the theory to Reclamation policy. The third part offers some speculations on how the current crisis in Reclamation policy will be resolved.
