The resource allocation process in nutrition policy planning

A national nutrition policy should be adopted to serve the growing interest in nutrition and to present a clear set of nutritional objectives on a national level. Allocation of resources for nutrition programs among the alternative intervention strategies must be determined by the government and then the resources distributed among the various nutrition programs. Three factors influence resource allocation: 1) cost effectiveness; 2) consumer research;and 3) political factors. Cost effectiveness is receiving attention because of increasing budget allocations for nutrition intervention programs and competition among the growing number of alternative implementation programs. Difficulties in application of cost effectiveness analyses are outlined; such application is more feasible at the tactical rather than the strategic decision-making level. Consumer research has three roles: 1) problem identification; 2) program pretesting; and 3) monitoring performance. Finally political factors must be considered because political realities, such as pressures from constituents and interest groups, institutional constraints, and established governmental procedures, have the greatest influence on the allocation of resources.
