Formulating usable objectives for manager performance appraisal

Managers require a substantial amount of preparation, training, practice and experience in order to formulate objectives that can be used as the foundation for an effective performance appraisal system. Guidelines based on the experiences of managers in a pilot performance appraisal program designed for evaluating managers in New York City government are presented in the following areas: steps in formulating objectives; defining technical and managing rsponsibilities and expected results; formulating standards of accomplishment; and formulating expected results for special types of managers. It is noted that the process itself of formulating objectives has values that transcend performance appraisal.
