This paper tackles such problems as (a) how to deal with international interdependence, (b) how governments obtain the necessary authority to negotiate meaningfully on such questions as nontariff agricultural trade barriers and related matters, and (c) reconciling trade and domestic policy objectives or harmonizing and adjusting national agricultural policies.
