Title VII of the Older Americans Act authorizes meal services for individuals 60 and over and their spouses (regardless of age) who may not eat adequately because of low funds, inability to shop or cook, or lack of incentive to eat alone. Minority groups must by law be served in proportion to their numbers in the state. Federal funds for the program are provided to designated state agencies according to the number of eligible people. The state agencies allocate the funds to community projects which serve meals at such sites as church halls, senior citizen clubs, and schools. Aid can also be used for outreach, transport and escort services, shopping, and nutrition education. Although some meals are delivered to homes, the scheme is to provide meals in a group setting with social contact. Recipients may pay all or part of the costs if they wish and these contributions are kept in strict confidence.
