Contingent effectiveness in public sector technology transfer: the case of two animal feed technologies in a State University's Public Research Institute

The study analyzed technology transfer dimensions and effectiveness of two animal feed technologies in their pre-commercialization stage developed by a public research institute in a state university. Through key informant interviews with individuals involved in technology transfer of the institute and use of supporting secondary sources, it employed directed qualitative content analysis and descriptive analysis to identify and explore the themes and key characteristics of technology transfer elements, effectiveness criteria, and barriers encountered. Technology transfer at the institute is shaped by the demand for technologies from the goals of government agencies and industries. These influence the R and D activities of the transfer agent who develops the technology (transfer object) towards maturity and market readiness and facilitate transfer via commercialization or extension (transfer media). A transfer technology for manufacture, marketing, and/or adoption. Effectiveness criteria identified were out-the-door, market impact, partnerships and collaborations, and public value, while the barriers were financial and human resource constraints as well as bureaucratic administrative processes. Using a contingent effectiveness model of technology transfer, this study elaborates on the efforts carried out in the process and its role in promoting different development goals.
