Experience and prospects for the development of clusters in the agro-industrial complex of Siberia | Опыт и перспективы развития кластеров в АПК Сибири

The relevance of the research theme is determined by the current geopolitical and dynamically changing economic conditions, the transformation of food markets and world trade, which determine the need to find ways to grow the Russian economics, including in traditional areas of the agro-industrial sector. In the practice of many foreign countries, the use of the cluster approach is considered as one of the most effective ways of developing territories. Russia is no exception and is providing cluster policy in the regions. The results of an analysis of clusters in the regions of the Siberian Federal District (SFD) are presented. The purpose of the study is to substantiate the need for developing agro-industrial sector clusters in the regions of Siberia, in view of the world experience and peculiarities of their functioning in Russia. The study hypothesis is the assumption that the integration of the best practices of cluster policy of foreign countries into the Russian agro-industrial sector will increase its competitiveness and ensure the realization of export potential. In the SFD regions an analysis of the development of the agro-industrial sector, including the oil and fat industry, as well as the conditions for the fat and oil production satisfying external and internal demand and the state agenda for cluster development of the district has been carried out. It is proposed to create an export-oriented cluster of the oil and fat subsector of the agro-industrial sector of Siberia. The creation of a cluster is necessary to improve the efficiency of agricultural export management in the SFD regions and exploit the competitive advantages of the region. The functional of the cluster structure is based on the creation of a center for investment and innovation, with a predominance of foreign investors for the implementation of export-oriented projects and the organization of joint ventures for the fat and oil production of various processing level.

Актуальность темы исследования обусловлена текущими геополитическими и динамично меняющимися экономическими условиями, трансформацией продовольственных рынков и мировой торговли, которые определяют необходимость поиска путей роста экономики России, в том числе в традиционных сферах АПК. В практике многих зарубежных стран применение кластерного подхода рассматривается в качестве одного из наиболее эффективных путей развития территорий. Россия не является исключением и реализует кластерную политику в регионах. Представлены результаты анализа кластеров в регионах Сибирского федерального округа (СФО). Целью исследования является обоснование необходимости развития кластеров АПК в регионах Сибири, с учетом мирового опыта и особенностей их функционирования в России. Гипотеза исследования - предположение, что интеграция лучших практик кластерной политики зарубежных стран в АПК России позволит повысить его конкурентоспособность и обеспечит реализацию экспортного потенциала. В регионах СФО проведен анализа развития АПК, в том числе масложировой отрасли, а также условий производства масложировой продукции, удовлетворяющей внешнему и внутреннему спросу и государственной повестке кластерного развития округа. Предложено создание экспортно-ориентированного кластера масложирового подкомплекса АПК Сибири. Создание кластера необходимо для повышения эффективности управления агроэкспортом в регионах СФО и реализации конкурентных преимуществ региона. В основе функционала кластерной структуры лежит создание центра инвестиций и инноваций, с преобладанием иностранных инвесторов для реализации экспортно-ориентированных проектов и организации совместных предприятий по производству масложировой продукции различного технологического передела.
