Experience and prospects for the development of the transport and logistics infrastructure of the food market in the context of the changing structure of the economic complex of foreign countries | Опыт и перспективы развития транспортно-логистической инфраструктуры продовольственного рынка в условиях меняющейся структуры хозяйственного комплекса зарубежных стран

Английский. An analysis of the main trends in the development of transport and logistics services in the world in general and in the food sector in particular was carried out. The main leading countries in the world market of transport and logistics services have been identified; they are the countries of the European Union, Canada, and the USA. Using the example of the countries of the European Union, the most important directions in the formation of transport and logistics infrastructure are considered; special attention is paid to the development of a network of transport and logistics centers as the basis for organizing goods distribution in the food market. The basic principles of organization are identified and the main elements of a transport and logistics center in the EU are characterized. The role of the state in supporting the creation and operation of transport and logistics centers, the role of public-private partnerships in its management and financing are shown. As noted at the present stage, great assistance in the development of transport and logistics infrastructure in the European Union is provided by the non-profit organization "Europlatforms", whose activities are focused on the development of logistics platforms in European countries as hubs of transport infrastructure. As noted, Russia lags significantly behind the level of development of the transport and logistics services market from developed and most developing countries, which is largely due to the low pace of implementation of measures to develop the infrastructure of the transport and logistics services market in the regions of Russia.

Русский. Проведен анализ основных тенденций развития транспортно-логистических услуг в мире в целом и в продовольственном секторе в частности. Выявлены основные страны – лидеры мирового рынка транспортно-логистических услуг – страны Европейского союза, Канада, США. На примере стран Европейского союза рассмотрены важнейшие направления формирования транспортно-логистической инфраструктуры, особое внимание уделено развитию сети транспортно-логистических центров, как основы организации товародвижения на продовольственном рынке. Выявлены основные принципы организации и дана характеристика основных элементов транспортно-логистического центра в ЕC. Показана роль государства в поддержке создания и функционирования транспортно-логистических центров, роль частно-государственного партнерства в его управлении и финансировании. Отмечено, что на современном этапе большую помощь в развитии транспортно-логистической инфраструктуры в Евросоюзе оказывает некоммерческая организация "Европлатформы", деятельность которой ориентирована на развитие логистических платформ в европейских странах как узловых точек транспортной инфраструктуры. Отмечено, что Россия значительно отстает по уровню развития рынка транспортно-логистических услуг от развитых и большинства развивающихся стран, что в значительной мере связано с низкими темпами осуществления мер по развитию инфраструктуры рынка транспортно-логистических услуг в регионах России.
