Informal markets of forest products: characterization and methods for its analysis

The informal sector is an important source of income for millions of families. It has been estimated that about 60 % of the employed population worldwide are in the informal sector; and specifically, the employment of the informal forestry sector triples the formal one. Multiple countries are taking measures to improve family access to forest resources through sectoral policies, particularly in Latin America. Although there is also pressure through international financing (e.g., REDD+) or trade (e.g., FLEGT) mechanisms, the fact is that there are still no safe and adequate options for those communities that actively participate in informal markets. Understanding adequately the structures and operations of informal markets is a requirement to support and plan the management and conservation of forest resources, as well as to promote the development of local businesses and families involved in them. In this sense, it is not enough to know which species are commercialized and at what prices or in what quantities; it is equally important to know who participates in the —commonly complex— commercial chains, how they are organized and how they evolve. This information is not easily accessible and tends to be of low priority for institutions that collect statistical information. The objective of this review was to explore the role of informal markets in the forestry sector, and explain some of the methods used in their research, citing its main advantages and limitations.

El sector informal es una fuente importante de ingresos para millones de familias. Se ha estimado que alrededor del 60% de la población ocupada en todo el mundo se encuentra en el sector informal; y específicamente, el empleo del sector forestal informal triplica al formal. Varios países están tomando medidas para mejorar el acceso de las familias a los recursos forestales a través de políticas sectoriales, particularmente en América Latina. Aunque también existe presión a través de mecanismos de financiamiento internacional (por ejemplo, REDD +) o de comercio (por ejemplo, FLEGT), lo cierto es que aún no existen opciones seguras y adecuadas para aquellas comunidades que participan activamente en los mercados informales. Comprender adecuadamente las estructuras y operaciones de los mercados informales es un requisito para apoyar y planificar el manejo y conservación de los recursos forestales, así como para promover el desarrollo de los negocios locales y las familias involucradas en ellos. En este sentido, no basta con saber qué especies se comercializan ya qué precios o en qué cantidades; Es igualmente importante saber quiénes participan en las —comúnmente complejas— cadenas comerciales, cómo se organizan y cómo evolucionan. Esta información no es de fácil acceso y tiende a ser de baja prioridad para las instituciones que recopilan información estadística. El objetivo de esta revisión fue explorar el papel de los mercados informales en el sector forestal y explicar algunos de los métodos utilizados en su investigación, citando sus principales ventajas y limitaciones.
