Informationsportale zur Unterstützung wissensintensiver Kommunikation in Kooperationsbeziehungen

Die Restrukturierung der Märkte, wachsende Ressourcenengpässe und die notwen-digen Rationalisierungsmaßnahmen reduzieren die Wettbewerbsfähigkeit der Unternehmen des Agrar-/Ernährungssektors. Der Zusammenschluß zu Kooperationen hingegen verhilft den Unternehmen zu mehr Wettbewerbskraft. Ein Kennzeichen der Kooperation ist die Zunahme der Kommunikation zwischen den Beteiligten. Dies jedoch führt zu Kommunikationsproblemen. Zugleich sind die Unternehmen mit einer fortschreitenden Bedeutung von Wissen und dessen Kommunikation konfrontiert. Wissen ist der vierte Produktionsfaktor und stärkt bei seiner optimierten Verwendung die Wettbewerbsposition des Unternehmens. Dies führt zu einem steigenden Bedarf nach einem Werkzeug zur Unterstützung insbesondere solcher Formen der Kooperation, welche sich durch eine wissensintensive Kommunikation auszeichnen. <br /> An die Gestaltung des Werkzeugs ist die Forderungen nach einer Lösung der Kommunikationsprobleme und Unterstützung der Bereitstellung von Wissen in Kooperationen durch Wissensmanagement geknüpft. Das internetbasierte Informationsportal stellt ein solches Werkzeug dar. Die Gestaltung und Bereitstellung des Informationsportals werden von den Anforderungen der Portalanwender und ihre Übersetzung in Handlungsempfehlungen für den Portalanbieter beeinflußt. <br /> Der Diskussion dieser Zusammenhänge wird durch den Entwurf eines Referenzmodells einen Rahmen gegeben. Somit strukturiert das Modell die Vorgehensweise zur Gestaltung des Informationsportals gemäß den Anwenderanforderungen und unterstützt den Entwurf von Strategien für den Anbieter zur Sicherung von Wettbewerbs-vorteilen bei der Bereitstellung. Die Gründe für das Scheitern der Vielzahl von Infor-mationsportalen dienen der Ableitung der in dieser Arbeit diskutieren Aspekte <i>Erlösmodell, Trägerschaft, Prozeß- und Funktionsgestaltung</i>. Diese Aspekte stellen die Kernbestandteile des Referenzmodells dar. Das Modell bezieht weitere Faktoren ein: Die Besonderheiten internetbasierter Informationsportale, das Management der Bereitstellung von Wissen und die Anforderungen der kooperierenden Anwender. <br /> Gleichzeitig ist es dem Anbieter durch das Modell möglich, die Anforderungen der Anwender zu ermitteln, zu strukturieren und in eine Übersicht der zu beachtenden Gesichtspunkte zu übertragen. Die technischen Besonderheiten des Informationsportals, seine Funktionen sowie die Ressourcenausstattung und Prozessgestaltung des Anbieters werden herausgestellt.

<strong>Information-Portals to Support Knowledge-Intensive Communication within Cooperative Relationships</strong><br /> The restructuring of markets, the growth of resource bottlenecks, and the demand for rationalisation reduce the competitive power of firms. This affects firms located in the agrifood-sector as well. However the formation of cooperation enhances competitive strength. One of the cooperation's characteristics is the increase of the amount of communication between its participants. This is supposed to cause communication problems, still.<br /> Simultaneously the firms are confronted with a rising importance of knowledge and knowledge communication. Knowledge is the fourth resource of pro-duction. Based on its optimised use knowledge reinforces the position of firms within their competitive environment. This leads to an escalating demand for a tool to sup-port specially those forms of cooperations that are marked by a knowledge intensive communication.<br /> The demand to solve the communication problems and to support the provision of knowledge also within cooperations is combined with the development of the tool. The internet-based information-portal represents such a tool. The design and the provision of the information-portal are affected by the formulation of the portal-users' demands and their translation into recommendations for the portal-provider.<br /> The development of a reference-model provides the framework for the discussion of the described context. Therefore the model structures the procedure of designing the information-portal based on the demands of its users. Simultaneously the model sup-ports the derivation of strategies for the provider to reach competitive advantages concerning the provision. Besides the reasons for the failure of the multitude of in-formation-portals serve the deduction of the aspects <i>financing, ownership, structuring of processes, and design of functions to use</i>, discussed in this paper. These aspects figure the core elements of the reference-model. The model includes several more factors: The special features of internet-based information-portals, the management of the provision of knowledge, and the needs of cooperating users. <br /> At the same time the model enables the provider to analyse and structure the users' demands, and to transfer them to an overview of the leading aspects. The technical special features of the information-portal, its functions, and both the equipment with resources and the design of the provider's processes are pointed out.
