Inventuren als Informationsinstrumente der Naturschutzplanung | Methodische Ansätze zur Erfassung von Landschaftsqualitäten für den Arten- und Biotopschutz in der Bundesrepublik Deutschland mit einer Fallstudie am Beispiel von drei Gemarkungen der Schwarzwald-Tieflagen | Inventories as information tool for planning and management for nature conservation | Methodical approaches for surveys of landscape quality for the conservation of species and habitats in Germany with a case study in three Districts of the Black Forest

Im theoretischen Teil der Arbeit wird versucht, den Informationsbedarf des Naturschutzes zu formulieren, die rechtlichen und materiellen Rahmenbedingungen für Naturschutzinventuren darzustellen und die vorhandenen Inventuransätze zur Erfassung von Lebensräumen und Arten in Deutschland kritisch zu diskutieren. Als großräumige Inventuren werden in Deutschland selektive Biotopkartierungen und Artenerhebungsprogramme durchgeführt. Im Rahmen einer Fallstudie im Schwarzwald wird lokal geprüft, welcher Informationsstand von diesen beiden Instrumenten erreicht wird und welche Aussagen mit anderen Inventuransätzen erreicht werden können. Die Fallstudie umfasst eine flächendeckende terrestrische Biotop- und Landnutzungskartierung, eine flächendeckende Dokumentation des Landnutzungswandels von Ende des 18. bis Ende des 20. Jahrhunderts sowie eine Reihe vertiefender Untersuchungen zur Flora und Fauna ausgewählter Lebensräume und Untersuchungsflächen, die jeweils in einem Gradient! en der Landnutzungsintensität angelegt wurden. Die Ergebnisse der Fallstudie werden mit dem Informationsstand der amtlichen Kartierungen verglichen. Als Kriterien für den Vergleich werden der Entdeckungsgrad der folgenden Objekte herangezogen: gefährdete Biotoptypen, Lebensräume nach Anhang I der FFH-Richtlinie, gesetzlich pauschal geschützte Biotoptypen, gefährdete Arten und ihre Lebensräume, Arten nach Anhang II der FFH-Richtlinie und ihre Lebensräume, Arten nach Anhang I der Vogelschutz-Richtlinie und ihre Lebensräume, vom Aussterben bedrohte und besonders geschützte Arten nach der Bundesartenschutzverordnung und ihre Lebensräume, Naturraumarten, Landesarten und zielorientierte Indikatorarten nach dem Zielartenkonzept für Baden-Württemberg und ihre Lebensräume. Dabei konnte gezeigt werden, dass die selektiven Biotopkartierungen im Hinblick auf alle verwendeten Kriterien nur einen sehr geringen Entdeckungsgrad aufwiesen. In den Verbreitungskarten der Artenerhebungsprogram! me fehlte ein erheblicher Teil der in der Fallstudie für das U! ntersuchungsgebiet nachgewiesenen Arten, fast alle Daten waren zudem älter als 10 Jahre. Folgende Ansätze können zu einer inhaltlichen Optimierung von Naturschutzinventuren beitragen: Flächendeckende, terrestrische Biotopkartierungen erlauben die genaueste Ansprache von Biotoptypen und Nutzungssituation der Bezugsgebiete. Technische Möglichkeiten zu einer Effizienzsteigerung liegen im Einsatz von mobilen Datenerfassungsgeräten mit Geographischen Informationssystemen, die eine Integration von Karten, Orthophotos, Satellitennavigation und Datenbanken schon während der Kartierung im Gelände erlauben. Wiederholungsuntersuchungen bilden den zeitlichen und räumlichen Wechsel in der Biotoptypenausstattung parzellenscharf und flächendeckend ab (Biotopmonitoring). Stichprobentheoretisch abgesicherte, repräsentative Untersuchungen zur Flora und Fauna von Biotoptypen(komplexen) bilden Muster der räumlichen Verteilung von Biodiversität und des Vorkommens von Arten von Naturschutzinte! resse ab. In der Zeitachse sollten die Untersuchungen konzeptionell dazu geeignet sein, Veränderungen der Biodiversität oder naturschutzrelevanter Teilaspekte für die betreffenden Biotoptypen(komplexe) und den Gesamtraum wiederzugeben (Artengruppenmonitoring). Die Ermittlung von Flächenqualitäten und Flächengrößen für überlebensfähige Populationen von Tier- und Pflanzenarten sind bisher nicht Gegenstand von großräumigen Naturschutzinventuren. Untersuchungen an im Hinblick auf Naturschutzprobleme sensitiven Arten mit hohen Flächenansprüchen können besonders effiziente Argumente liefern, da vom Schutz und dem Management ihrer Lebensräume auch viele andere Arten mit ähnlichem Problemdruck aber kleineren Flächenansprüchen profitieren könnten. In der Zeitachse sollten die Inventuren in der Lage sein, den Zustand der Populationen der ausgewählten Arten abzubilden (Populationsmonitoring).

The theoretical part of this work describes the information requirements for nature conservation and the legal and financial conditions for inventories in nature conservation. The different existing approaches for surveys of habitats and species in Germany are critically discussed. The common standard for large area inventories in Germany are the mapping of selected habitat types and the grid based species mapping programms. A case study in the Black Forest compares the information quality of both of these standards with the information quality of inventories with alternative methodical approaches. The case study inventories include a terrestrial inventory of habitats and land use over the whole study area, the reconstruction of changes in land use (from the end of the 18th up to the end of the 20th century) and surveys of plants and different animal groups in selected habitats. The study sites of plants and animals in each habitat type are selected in gradients from lower to higher intensity of land use or human impact. The results of these inventories are compared with the information quality of the official surveys of the administration for nature conservation. Criteria for these comparisons is the degree of detection of the following objects in the study area: endangered habitats, habitats of appendix I of the FFH-direction, in general legally protected habitats, endangered species and their habitats, species of appendix II of the FFH-direction and their habitats, species of appendix I of the bird directive and their habitats, critically endangered and legally protected species and their habitats, target species of the Baden-Württemberg target species concept and their habitats.The selective habitat mapping as an official instrument of the nature conservation administration has a low degree of detection of all differentiated objects. The second official information tool, the grid based species mapping programs, does not register a lot of species of the study area and most of the data are not up to date. The following tools may be useful to optimize inventory systems for nature conservation: Terrestrial mapping with coverage of the whole area allows the most precise registration of habitats and land use situation of the survey region. The following are the technical options to improve the efficiency of habitat mapping: use of mobile computers with geographical information systems to integrate maps, satellite images, orthophotos, satellite navigation and databases already during the field survey. Repeated inventories show the temporal and spatial change of the habitat composition in detail and over the whole surface of the study area (monitoring of habitats and land use). Statistically representative studies of the flora and fauna of habitats and their complexes draw a picture of the spatial distribution of biodiversity and of species of conservation concern. On the time scale these inventories should be able to detect changes in biodiversity or their components ! of conservation concern for both, habitats and the whole study area (monitoring of species groups). As of now the estimation of habitat quality and quantity as a requirement for viable population of animal and plant species is not part of inventories for conservation. Research on sensitive endangered species with high area requirements for viable population may give extraordinary efficient arguments for conservation, because a lot of species with comparable problems but lower area requirements may survive under their "umbrella". On the time scale these inventories should be able to monitor the population status of the selected species (population monitoring).
