Estudio socioeconómico sobre las galerías de agua pertenecientes a los municipios de Garafía, Puntagorda y Tijarafe en la isla de La Palma

En los últimos años, el cambio en las condiciones climáticas ha generado un aumento en la demanda de agua, principalmente para la agricultura. En este trabajo se ha realizado un estudio socieconómico sobre las galerías de agua presentes en los municipios de Garafía, Puntagorda y Tijarafe, englobados en la Comarca noroeste de la isla de La Palma. Estas galerías suplen la mayor parte de la demanda de la zona, el sector primario y también el abastecimiento público. En primer lugar, se ha estimado la inversión inicial realizada en cada una de las galerías, así como los flujos de caja anuales para poder determinar la rentabilidad de las inversiones. Asimismo, se ha calculado el riesgo en el que están incurriendo los inversores al depositar su capital en esta actividad. En segundo lugar, se han valorado los activos de captación subterránea mediante la aplicación del Reglamento de Valoración y también a través del valor del mercado, observándose claras diferencias en los resultados obtenidos. Además, se ha determinado la función de regresión para estimar el valor de mercado de las acciones en función del caudal total aflorado por las galerías. Por último, gracias a las entrevistas realizadas a los accionistas de las Comunidades de Agua se ha determinado la estructura de la propiedad de las galerías de agua de la comarca, valorando a su vez el nivel de conocimiento que los accionistas poseen de las galerías de las que son propietarios. Asimismo, se han determinado los aspectos positivos y negativos que más les importan del sector del agua en la isla de La Palma.

In recent years, the change in climatic conditions has generated an increase in the demand for water, mainly for agriculture. In this assignment, a socio-economic study has been carried out on the water galleries present in the municipalities of Garafía, Puntagorda and Tijarafe, which are located in the northwest region of the island of La Palma. These galleries supply most of the demand in the area, the primary sector, and also the public supply. At first, the initial investment made in each of the galleries has been estimated, as well as the annual cash flows in order to determine the profitability of the investments. Likewise, the risk that investors are incurring when depositing their capital in this activity has also been calculated. Secondly, underground collection assets have been valued through the application of the Valuation Regulation and also through the market value, observing clear differences in the results obtained. In addition, the regression function has been determined to estimate the market value of the shares based on the total flow accumulated by the galleries. Finally, according to the interviews with the shareholders of the Water Communities, the ownership structure of the water galleries of the region has been determined, as well as, at the same time, appraising the level of knowledge that the shareholders possess of the galleries that they own. Likewise, the positive and negative aspects that matter most to them in the water sector on the island of La Palma have been determined.
