Miskito political consciousness: towards a conjunctural analysis | La conciencia política miskita: hacia un análisis coyuntural

The present essay intends to offer a brief analysis of the conjuncture in the Caribbean Coast of Nicaragua, based mainly on an interpretation of the Miskito political consciousness.  It should be noted at the outset that the data used are incomplete.  Due mainly to logistical factors, the research did not include interviews with senior Miskito leaders of the current government. (1) In order to turn this weakness into an advantage, the paper is conceived as an effort to capture the perspectives of YATAMA's grassroots and middle-level cadres. First, it offers some premises of interpretation of the Miskito consciousness, which allow us to understand the outcome of the elections and the predominant political orientations as of April 25. Second, it briefly outlines the three main factions within the dominant Miskito bloc (i.e., the one that won the elections), and the relationship of each of them to the base.  This also includes an updated interpretation of popular sentiment and, more specifically, of what we call ethnic militancy.  Finally, it analyzes perspectives for the future, focusing on two alternative answers to the question: ¿what will happen to ethnic militancy as the autonomy regime functions? Will it tend to diminish gradually, replaced by a multiethnic consciousness? Or will it deepen as an alternative? After a brief consideration of the probable consequences of the two scenarios mentioned above, a hypothetical thesis or conclusion will be launched: the second alternative is the more feasible one, and also, although it carries palpable risks and problems, it has greater progressive potential for the Miskito people and for the full achievement of the objectives of autonomy.  The intention of this thesis is to provoke discussion and contribute to knowledge and liberating praxis on the Coast.

El presente ensayo pretende ofrecer un breve análisis de la coyuntura en la Costa Caribe de Nicaragua, basándose principalmente en una interpretación de la conciencia política Miskita.  Cabe señalar, desde un principio, que los datos a los cuales se recurre son incompletos.  A causa sobre todo de factores logísticos, la investigación no incluyó entrevistas con los altos dirigentes miskitos del actual Gobierno.  (1) A fin de· convertir tal debilidad en ventaja, el ensayo se concibe como un esfuerzo por captar las perspectivas de la base y de los cuadros intermedios de YATAMA El documento tiene la siguiente lógica organizativa. Primero, ofrece algunas premisas de interpretación de la conciencia Miskita, que nos permiten comprender el resultado de las elecciones y las orientaciones políticas predominantes a partir del 25 de abril. Segundo, perfila brevemente las tres facciones principales dentro del bloque dominante Miskito (es decir, el que ganó las elecciones), y la relación de cada uno de ellos con la base.  Aquí se incluye también· una interpretación actualizada del sentir popular y, más específico, de lo que llamamos la militancia étnica.  Finalmente, analiza perspectivas para el futuro, enfocándose en dos respuestas alternativas a la pregunta: ¿qué pasará con la militancia étnica en la medida que vaya funcionando el régimen de autonomía?  ¿Tenderá a disminuir paulatinamente, reemplazada por una conciencia multiétnica? ¿O se profundizará como alternativa? Después de una breve consideración sobre las consecuencias probables de los dos escenarios antes mencionados, se lanzará una tesis o conclusión hipotética: la segunda alternativa es la más factible, y también, aunque lleva riesgos y problemas palpables, tiene mayor potencial progresista para el pueblo Miskito y para el logro cabal de los objetivos de la autonomía.  La intención de dicha tesis es provocar la discusión y contribuir al conocimiento y las praxis liberadoras en la Costa.
