Sistema brasileiro de sementes: uma análise da oferta e do empreendedorismo da indústria de sementes de algodão, aveia, milho e soja a partir de bases de dados abertos governamentais

O Brasil é um dos players mais importantes do agronegócio mundial. O agronegócio é uma das principais atividades econômicas no Brasil. Com o avanço da biotecnologia, novas técnicas para o melhoramento vegetal foram desenvolvidas, como a transgenia e a edição gênica (CRISPR). A aplicação dessas técnicas requer estrutura e pessoal especializado, além de uma série de trâmites burocráticos, o que requer investimentos que, a título de exemplo, no caso da soja transgênica ultrapassou os US$ 100 milhões. Nesse contexto, por meio de acordos e tratados internacionais, foram desenvolvidos mecanismos que garantem ao melhorista o direito de propriedade sobre as cultivares melhoradas geneticamente. No Brasil, foi instituído o arcabouço jurídico que garante segurança jurídica e institucional às organizações que atuam no melhoramento de cultivares. O objetivo desse estudo foi analisar a oferta de sementes certificadas de algodão, aveia, milho e soja a partir do cruzamento de três bases de dados abertos governamentais, o Registro Nacional de Sementes e Mudas (RENASEM), o Registro Nacional de Cultivares (RNC) e o Cadastro Nacional de Pessoas Jurídicas (CNPJ). No primeiro artigo foi enfatizado o processo de obtenção dos dados, a interoperabilidade e complementariedade entre as bases e exploradas algumas possibilidades analíticas de interesse do agronegócio, tendo sido utilizada como base a cultivar de aveia. No segundo artigo é analisada a oferta de sementes certificadas de algodão, aveia, milho e soja entre 1998 e 2020. Foram analisadas a oferta de novas cultivares, o perfil das organizações e buscou-se identificar se a oferta de novas cultivares e a produtividade das lavouras está correlacionada. No terceiro artigo foi analisado o desenvolvimento do empreendedorismo no contexto do agronegócio. Buscou-se mapear o perfil dos empreendedores que compõem o cenário do agronegócio brasileiro no âmbito da produção e comercialização de sementes certificadas de algodão, aveia, milho e soja. Como conclusões, o estudo apresentou que as bases de dados abertos governamentais são interoperacionalizáveis e complementares, possibilitando ao pesquisador a compilação de bases de dados robustas para a realização de análises de interesse ao fenômeno agronegocial. Foi observado que a criação de um ambiente de segurança jurídica e institucional, a partir de 1998, resultou na entrada de novas organizações no segmento de melhoramento de cultivares. Foi constatado, a partir do conjunto de dados analisados, que a oferta de novas cultivares e o aumento na produtividade apresentam correlação positiva para as quatro culturas analisadas. Foi identificada maior participação de organizações brasileiras atuando no melhoramento de cultivares de algodão e aveia, enquanto foi identificada a maior participação de organizações de capital estrangeiro atuando no melhoramento de cultivares de milho e soja. Foi observado aumento superior aos 200% no número de empreendimentos que atuam no segmento de sementes certificadas de algodão, aveia, milho e soja entre 2004 e 2020, com maior concentração nas Regiões Sul e Sudeste. De acordo com o conjunto de dados analisados, há indícios de que o segmento de sementes certificadas de algodão, aveia, milho e soja contribui para o desenvolvimento do empreendedorismo no contexto do agronegócio.

Brazil is one of the most important players in world agribusiness. Agribusiness is one of the main economic activities in Brazil. With the advancement of biotechnology, new techniques for plant breeding have been developed, such as transgenics and gene editing (CRISPR). The application of these techniques requires structure and specialized personnel, in addition to a series of bureaucratic procedures, which requires investments that, for example, in the case of transgenic soybeans exceeded US $ 100 million. In this context, through international agreements and treaties, mechanisms have been developed that guarantee the breeder the property right over genetically improved cultivars. In Brazil, the legal framework was established to ensure legal and institutional security for organizations that work on improving cultivars. The aim of this study was to analyze the supply of certified cotton, oat, corn and soybean seeds by crossing three open government databases, the National Register of Seeds and Seedlings (RENASEM), the National Register of Cultivars (RNC) and the National Register of Legal Entities (CNPJ). In the first article, the process of obtaining data was emphasized, interoperability and complementarity between the bases, and some analytical possibilities of interest to agribusiness were explored, having been used as a base for oat cultivars. In the second article, the offer of certified cotton, oat, corn and soybean seeds between 1998 and 2020 is analyzed. The offer of new cultivars, the profile of the organizations were analyzed and it was sought to identify whether the offer of new cultivars and the productivity of the crops is correlated. In the third article, the development of entrepreneurship in the context of agribusiness was analyzed. We sought to map the profile of the entrepreneurs that make up the Brazilian agribusiness scenario in the scope of the production and commercialization of certified cotton, oat, corn and soybean seeds. As conclusions, the study showed that the open government databases are interoperable and complementary, allowing the researcher to compile robust databases for carrying out analyzes of interest to the agribusiness phenomenon. It was observed that the creation of an environment of legal and institutional security, starting in 1998, resulted in the entry of new organizations in the segment of cultivar improvement. It was found, from the set of data analyzed, that the supply of new cultivars and the increase in productivity show a positive correlation for the four analyzed crops. A greater participation of Brazilian organizations working to improve cotton and oat cultivars was identified, while a greater participation of foreign capital organizations working to improve corn and soybean cultivars was identified. An increase of more than 200% was observed in the number of enterprises operating in the certified cotton, oat, corn and soybean segment between 2004 and 2020, with a greater concentration in the South and Southeast regions. According to the data set analyzed, there are indications that the segment of certified cotton, oat, corn and soybean seeds contributes to the development of entrepreneurship.
