Threats and risks of social development of rural areas in the context of digital transformation of the economy | Угрозы и риски социального развития сельских территорий в условиях цифровой трансформации экономики

The digitalization of the rural economy, increasing role of digital technologies, emergence of new non-agricultural economic activities in rural areas and new professions (digital agronomist, digital veterinarian, digital agroanalyst, agrokiberneticist, etc.) leads not only to an increase in labor productivity, but also to an increase in risks and threats to rural society. The role of labor resources in the rural economy is fundamentally changing, its share in the national wealth is decreasing due to a decrease in the productivity of routine labor of workers with an increase in the productivity of machines and mechanisms in the agro-industrial complex, insufficient compliance of the existing professional qualification personnel structure in rural areas with modern requirements of society, including global trends in mass mechanization, automation, informatization, etc. digitalization of agricultural work, gradual replacement of low-skilled labor with more skilled. Therefore, approaches to the integrated management of not only economic, but also social development of rural areas must now be radically revised. The study purpose is to actualize the need for a comprehensive analysis of positive and negative impact of digital transformation of economy on the social development of rural areas in Russia. The materials of the Republic of Bashkortostan revealed intensification and spread at the regional level of various social threats and risks, including due to the economy digitalization: increased unemployment and a decrease in the life quality of the population, the outflow of young people from rural areas to cities, negative processes of socio-demographic development, deformation of human and social capital, reduction in the availability of high-quality medical care and education, an increase in pro-test moods in society. These problems lead to an aggravation of social contradictions, contribute to the strengthening of territorial imbalances and actualize the need to develop effective mechanisms for eliminating threats and risks to rural social development by improving socio-economic policy, including through balanced management of the digital transformation of the rural economy.

Цифровизация экономики села, возрастание роли цифровых технологий, появление новых несельскохозяйственных видов экономической деятельности в сельской местности и новых профессий (цифровой агроном, цифровой ветеринар, цифровой агроаналитик, агрокибернетик и др.) ведет не только к росту производительности труда, но и к увеличению рисков для сельского социума. Принципиально изменяется роль трудовых ресурсов в экономике села, уменьшается его доля в национальном богатстве из-за снижения производительности рутинного труда работников при росте производительности машин и механизмов в АПК, недостаточного соответствия профессионально-квалификационной структуры кадров, сложившейся в сельской местности, современным требованиям общества (механизации, автоматизации, информатизации и цифровизации с.-х. работ), постепенной замены низкоквалифицированной рабочей силы на более квалифицированную. Цель исследования - актуализация необходимости комплексного анализа позитивного и негативного влияния цифровой трансформации экономики на социальное развитие сельских территорий России. На материалах Республики Башкортостан выявлено усиление и распространение на региональном уровне различных социальных угроз и рисков, в том числе из-за цифровизации экономики: повышение безработицы и снижение качества жизни населения, отток молодежи из сельской местности в города, негативные процессы социально-демографического развития, деформация человеческого и социального капитала, сокращение доступности качественного медицинского обслуживания и образования, возрастание протестных настроений в обществе. Эти проблемы ведут к обострению социальных противоречий, способствуют усилению территориальных диспропорций и актуализируют необходимость разработки эффективных механизмов элиминирования угроз и рисков социального развития села путем совершенствования социально-экономической политики, в том числе за счет взвешенного управления цифровой трансформацией экономики села.
